Approval of the First Amendment with Van Scoyoc Associates, Inc. (Van Scoyoc) to extend Contract 23-0282-N for Federal Government Relations Services.
• The First Amendment to Contract 23-0282-N (Blanket Purchase Agreement - BPA 454753), extends the term of the agreement an additional 24 months, for a new expiration date of December 31, 2028.
• The First Amendment would extend the County’s Federal Government Relations Services, including; but not limited to: comprehensive legislative and executive branch strategic advice, liaison services, and advocacy for the County’s federal priorities.
• Section 6 (Compensation and Method of Payment), subsection B (Spending Cap and Payment Structure) is revised to reflect an increase of $190,000.00 to the current aggregate not-to-exceed amount, for a new total aggregate not-to-exceed amount of $570,000.00. The annual not-to-exceed expenditure remains unchanged at $95,000.00.
• Section 6 (Compensation and Method of Payment), subsection C (Travel Expenses) is revised to state, the County shall reimburse the Contractor for pre-approved travel expenses incurred in accordance with Section 112.061, Florida Statutes and/or the County’s travel policy, in an amount not to exceed $5,000.00 per year, subject to the County’s annual not-to-exceed amount.
• Except as changed or modified within the amended contract, all provisions and conditions of the original Agreement and any amendments thereto shall remain in full force and effect.
• A monthly retainer of $7,500.00, with an additional annual cap of $5,000.00 for travel as approved by the County, will be utilized to compensate for services rendered.
• Authorization for the County Administrator to sign the First Amendment to Contract 23-0282-N - Federal Government Relations Services.
• Funding for this amendment is included in the Fiscal Year (FY) 2026 Budget in the General Fund and FY27 Budget Request.

Summary
This contract extension provides the County with Federal Government Relations Services, including but not limited to: comprehensive legislative and executive branch strategic advice, liaison service and advocacy for the County. This will include proactive advocacy services for flood insurance and beach nourishment issues.
As the Federal Government Relations firm for the County, Van Scoyoc will provide an array of services including the following: 1) researching and recommending legislative positions for proposed laws and regulations; 2) identifying and developing opportunities to access federal funding; 3) promoting Board’s position on priority issues to national interest groups; 4) monitoring existing and proposed laws and regulations that affect the Board’s priorities; and 5) arranging meetings for County elected and appointed officials with Congressional members and staff.

On April 24, 2018, the Board directed staff to retain Van Scoyoc for Federal Government Relations Services through 2022.
On January 1, 2023, a new 48-month contract was entered into, ending on December 31, 2026, with the option to extend for an additional 24-months.
Services will be provided at a monthly retainer of $7,500.00 with an additional annual cap of $5,000.00 for pre-approved travel.
