Approval of the amendment by resolution supplementing the Fiscal Year 2024 Operating Budget realigning reserves and recognizing unanticipated revenue for requesting departments and funds.

 

                     Adopt the attached resolution and realign General Fund Reserves in the amount of $1,750,180.00 to fund the Sheriff’s one-time capital request for a Family Reunification Center plan.

                     Adopt the attached resolution and realign Tourist Development Tax Fund Reserves in the amount of $1,500,000.00 to fund the County’s commitment to the Dali Museum Expansion funding request.

                     Adopt the attached resolution recognizing unanticipated revenues for the Public Defender and Parks and Conservation Resources Department in the amount of $88,790.00.

The attached resolution realigns appropriations from the General Fund Reserves to the Pinellas County Sheriff’s Office for a one-time capital request for a Family Reunification Center and the Tourist Development Tax Fund Reserves for Capital Projects to Aid to Private Organizations to partially fund the County’s $25,160,000 commitment to The Dali Museum’s Expansion Funding Request.

The attached resolution recognizes and appropriates unanticipated revenues from various grants for a specific purpose for the Public Defender’s Office and Parks & Conservation Resources Department.

Background Information:

During the June 5, 2024 Budget Information Session, the Sheriff discussed a plan to create a Family Reunification Center, a collaborative effort lead by the Sheriff’s Office, BCC, and numerous agencies to respond to major unknown events either natural or man-made. The funding need is one-time capital appropriations to the Sheriff’s Office.

On August 1, 2023, after going through the Convention & Visitors Bureau’s Capital Project Funding Program (CPFP), the Board approved reimbursement funding up to $25,160,000 for The Dali Museum’s Expansion Funding Request. The project includes 60,000 square feet of programmatic/exhibition and convention space. The updated project cost is $60,000,000. This amendment will be needed if the agreement with the Dali Museum is adopted by the Board.

During FY22, the Public Defender’s Office, State Attorney, Judiciary, and Human Services received grant funding for The Justice and Mental Health Collaboration Program for the Mental Health Court. This amendment recognizes and appropriates the remaining available funds of $17,300 for the Public Defender’s portion. This grant ends on September 30, 2024.

The Parks & Conservation Resources Department was awarded a grant from the Florida Department of Agriculture and Consumer Services for the removal of invasive plants at Lealman Community Park. This amendment recognizes and appropriates the grant award amount of $71,490 to the Department.

 

Fiscal Impact:

Approval of the attached resolution realigns reserves in the amount of $1,750,180 to Pinellas County Sheriff’s Office operating budget for the Family Reunification Center in the General Fund.

 

Approval of the attached resolution realigns reserves in the amount of $1,500,000 to operating for project reimbursement in the Tourist Development Tax Fund. Total project reimbursements are up to $25,160,000 through Fiscal Year 2027.

 

Approval of the attached resolution recognizes and appropriates unanticipated revenues in the amount of $88,790 in the General Fund for the Public Defender’s Office ($17,300) and Parks & Conservation Resources Department ($71,490).
