3.2 Preserve and manage environmental lands, beaches, parks, and historical assets
3.3 Protect and improve the quality of our water, air, and other natural resources

Summary:

The purpose of this Grant Application is to seek funding assistance to install three (3) areas of seawall enhancement at Philippe Park. The options are already 60% designed and in the process of permitting. The required match will be cash from the Philippe Park Seawall improvement project from Parks and Conservation Resources (PCR) Department Capital Improvement Project (CIP) and in-kind services from Division of Environmental Management staff and volunteers. The project duration is thirty-six (36) months. Installation will occur over several phases in Fiscal Years (FY) 2024 - 2025, and monitoring will occur in FY 2026.

Background/Explanation:

Philippe Park has an extensive concrete seawall and is in the Old Tampa Bay watershed. Pinellas County designed five (5) different seawall enhancement options to provide wildlife habitat, increase resilience, and allow for comparison of innovative options as part of a previous grant. The proposed project will result in final design plans, installation of the three (3) southern-most options, and monitoring of the new habitats. The options include three (3) different oyster reef components (reef balls, layer cakes, bags) and marsh grass plantings. One of the goals of the project is to demonstrate several different options of seawall enhancement to promote and encourage similar projects along other shorelines in the County and throughout the region.

Fiscal Impact:

Funding for this project will be a total of $198,500.00 consisting of $98,500.00 reimbursement from TBERF and a County match of $100,000.00. The County match will consist of $57,000.00 in CIP funds (already budgeted in ongoing seawall project 004178A) and $43,000.00 in-kind match for staff and volunteer services.
