Approval of eight Hazard Mitigation Grant Program applications with the Florida Division of Emergency Management for DR - 4828 (Hurricane Helene) and DR - 4834 (Hurricane Milton).

 

                     Requested funding will support the: North Booster Pump Station Hardening, S.K. Keller Water Treatment Facility Open Air Building Upgrades, Logan Utilities Operations Center Building, Logan Laboratories Building Hardening and Improvements, William E. Dunn Water Reclamation Facility Backup Power, Smart Manholes Installation, William E. Dunn Water Reclamation Facility Operations Building Modifications, and Sanitary Sewer Pump Station Electrical Improvements projects.

                     Grant application submission deadline is July 25, 2025. Funding will impact Fiscal Year (FY) 2026-2029.

                     Grant applications are electronic submission and require executed Authorizing Agent Approval forms uploaded at time of application (attached).

                     The total requested grant funding amount is $45,431,700.00 The total required match funding is $15,143,900.00.

                     The grant funds are not included in the FY25-FY30 Capital Improvement Plan (CIP) or FY25 Amended Budget. Matching funds are partially budgeted under various projects, included in the CIP, funded by the Water Renewal and Replacement Fund and Sewer Renewal and Replacement Fund. Matching funds are fully budgeted in the FY26-FY31 CIP, contingent upon adoption by the Board of County Commissioners.

 

Authorize the Chairman to sign the authorization forms.

Summary

These HMGP applications seek funding to harden seven (7) County facilities including Logan Utilities Operations Center building, Logan Laboratory, 35 Sanitary Sewer Pump Stations, North Booster Station, Keller Regional Treatment Facility, W.E. Dunn Water Reclamation Facility (roof replacement), and one generator/backup power and pumping enhancements project (see attached LMS Working Group Intent To Apply forms for a summary of each project).

Total requested HMGP funding is $45,544,200, with projects subject to ranking and approval by the Local Mitigation Strategy Working Group on June 11, 2025. Upon Board of County Commissioners approval and signature, staff will electronically submit the applications for approved prioritized projects added to the Local Mitigation Plan. In the event that some projects are not approved for tier one funding, they may be submitted for tiers 2 or 3.

Background Information:

The proposed projects directly align with the following goals outlined in the County’s 2025 LMS Plan: Goal 1: Become a more disaster resilient community; Goal 2: Minimize coastal flooding losses in the CHHA (Coastal High Hazard Area), Coastal Storm Area and Hurricane Vulnerability Zone; Goal 3: Minimize flooding losses in the 25, 50, and 100-year flood zone; Goal 4: Minimize Storm Wind Losses in the County.


The Hazard Mitigation grant program (HMGP) application process is directed through the County’s Local Mitigation Strategy (LMS) Working Group. Projects are ranked and selected by the LMS Working Group to receive an endorsement letter for submission with an application to the State of Florida Division of Emergency Management.

 

 

Fiscal Impact:

County matching funds are budgeted in the FY25-FY30 Amended Capital Improvement Plan (CIP) under:

                     North Booster Pump Station Hardening PID 005218A. Requested grant funding is $8,625,000.00 with $2,875,000.00 matching funds required. FY26-FY29 funding included in the FY25-FY30 Amended CIP is $11,150,000.00 funded by Water Renewal and Replacement funds.

                     S.K. Keller WTF Open Air Building Upgrades PID 005228A. Requested grant funding is $975,000.00 with $325,000.00 matching funds required. FY26-FY29 funding included in the FY25-FY30 CIP is $5,020,000.00 funded by Water Renewal and Replacement funds.

                     Logan Utilities Operations Center Building PID 005222A. Requested grant funding is $26,250,000.00 with $8,750,000.00 matching funds required. FY26-FY29 funding included in the FY25-FY30 CIP is $3,993,000.00 funded by Water Renewal and Replacement funds and Sewer Renewal and Replacement funds. The Proposed FY26-FY31 CIP includes $8,753,000.00 in matching funds.

                     Logan Laboratories Building Hardening and Improvements PID 006502A. Requested grant funding is $3,225,000.00 with $1,075,000.00 matching funds required. FY26-FY29 funding included in the FY25-FY30 CIP is $3,500,000.00 funded by Water Renewal and Replacement funds and Sewer Renewal and Replacement funds.

                     W. E. Dunn WRF Operations Building Modifications PID 004362A. Requested grant funding is $225,000.00 with $75,000.00 matching funds required. FY26-FY29 funding included in the FY25-FY30 CIP is $2,500,000.00 funded by Sewer Renewal and Replacement funds.

                     PID 006795A Sanitary Sewer Pump Stations Electrical Improvements. Requested grant funding is $5,659,200.00 with $1,886,400.00 matching funds required. FY26-FY29 funding is not included in the FY25-FY30 CIP. The funding allocation for this project is requested in the FY26-FY31 Proposed CIP.

                     W.E. Dunn Water Reclamation Facility Backup Power. Requested grant funding is $472,500.00 with $157,500.00 matching funds required. Matching funds are not included in the FY25 Amended Budget.

 

Budgeted matching funds may increase or decrease in the FY26-FY31 Proposed CIP and FY26 Proposed Annual Operating and Capital Budget, and in subsequent capital plans, contingent on adoption by the Board of County Commissioners.
