Bid no. 134-0252-CP(DF); PID no. 1922A; no increase to the approved contract amount through the completion date of September 3, 2017.

Summary:

In an effort to meet the Public Works Department program goals for Fiscal Year 2017, funds from the Primary contractor’s allocation will be transferred to the Secondary contractor.  The Primary contractor, Insituform Technologies, LLC (Insituform), has indicated they do not have the personnel or capacity to perform the necessary work by the contract end date.  The Secondary contractor has indicated they have the capacity to perform the additional work.  There is no time extension associated with this change order.

 

Background/Explanation:

This contract is for annual requirements of trenchless restoration of storm sewer lines using cured-in-place pipelining at various locations throughout the County.  Work includes TV inspections, cleaning, and construction for storm sewer spot repair.  Work is issued on a work order basis as needed or required. The Board of County Commissioners awarded this contract on July 15, 2014.  Previous change orders approved by the County Administrator January 19, 2015 for Change Order No. 1 and August 25, 2016 for Change Order No. 2 were for transfer of funds from the Primary contractor to the Secondary contractor.  While there is ample funding available, there is a three percent (3%) increase in price by utilizing the Secondary firm.

Funding for Change Order No. 3 is derived from the Public Works Surface Water Utility Fee.
