Approval and execution by the County Administrator of the Petroleum Cleanup Participation Program (PCPP) Agreement with the Florida Department of Environmental Protection (FDEP) for the Gulf Beach Station located at 4501 Gulf Boulevard in St. Pete Beach.

 

                     Water Booster Station is owned by the County.

                     A petroleum discharge for this station was filed with FDEP in 1990. Following a February 2016 assessment, FDEP recommended the site await PCPP funding for cleanup.  The site is now eligible for PCPP funding.

                     Agreement allows FDEP approved contractor to conduct assessment and petroleum discharge activities.

                     Site assessment and cleanup cost estimated at $100,000.00.  FDEP to pay 75% and County 25%.

                     Funding for this Agreement is available in the FY25 Adopted Budget in the Water Revenue and Operating Fund of the Utilities Department.

Summary:

The Agreement allows an FDEP-approved contractor to conduct assessment and petroleum discharge cleanup activities at the Gulf Beach Water Booster Station located at 4501 Gulf Boulevard in St. Pete Beach.  This Water Booster Station is owned by the County.  The associated Cost Share Contractor Selection Sheet allows the assessment and cleanup activities to proceed with the selected contractor.  These activities are expected to result in a no further action designation from FDEP.

 

Background/Explanation:

A petroleum discharge was filed with FDEP in 1990. In February 2016, an FDEP contractor completed a Low-Score Assessment at this location and recommended that the site await PCPP funding for additional assessment and cleanup in priority order.  The site is now eligible for PCPP funding.

This is a voluntary program.  However, if the County does not take advantage of this program funding now, FDEP will require the County to be responsible for the total cost of cleanup.

 

Fiscal Impact:

FDEP estimates site assessment and cleanup costs will be $100,000.  FDEP will be responsible for 75% of the cost up to $75,000 and the County will be responsible for the remaining 25% up to $25,000.

This expense will be paid from the existing FY 25 Utilities Operating Budget, cost center 431320.

 

The agreement is not specifically noted in the department’s FY25 Adopted Budget, but sufficient funds are available in the FY25 Utilities Operating Budget to meet the fiscal obligations of the agreement. No historical cost data was available for comparison.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62(a)(1).
