Approval and execution by the County Administrator of Change Order No. 1 Final with Poole & Kent Company of Florida for Industrial Waste Treatment Facility Clarifier System Phase 2.

 

                     This agreement was approved by the Board of County Commissioners on February 28, 2023, to construct a 60-foot diameter clarifier and 30-foot diameter thickener to improve operational capacities for consistency with the Florida Department of Environmental Protection Operating Permit issued to the County.

                     The project was substantially complete on December 20, 2024, and obtained final completion on August 20, 2025; 233 days are added to the contract due to additional work authorizations issued. Liquidated damages do not apply, as the county received substantial and beneficial use on December 20, 2024.

                     Final quantities have been tabulated, resulting in a net decrease of ($585,823.88). This is the difference between estimated and final quantities and balance of unspecified work not used.

                     Funding for this agreement was available under Industrial Waste Treatment Facility Clarifier project 003347A, included in the Capital Improvement Plan, funded by the Solid Waste Renewal and Replacement Fund, in the amount of $9,010,000.00.

 

Contract No. 23-0028-ITB; decrease in the agreement of ($585,823.88) for a revised total not to exceed $7,877,809.12.

Background Information:

Final inspections of the project for all work performed under the contract were conducted by representatives of the Public Works Construction Management Division. All work has been completed in accordance with the construction contract documents. The time between substantial and final completion accounts for the duration to complete additional work added, the walk though inspection with project stakeholders, punch list items, final testing, project acceptance, receipt and approval of certified As-builts required, (EOR) final acceptance and approval, final project deliverables, final quantity of materials audit, resolution of claims and disputes, and receipt of final invoice.
