Approval of the Second Option of Renewal with BayCare Home Care, Inc. (BCHC) for home healthcare for clients of the Pinellas County Health Program (PCHP) and Health Care for the Homeless Program (HCH).
• This renewal provides home health services such as durable medical equipment, home nursing services, oxygen, outpatient rehabilitation services, wound care, infusion therapy, and orthotics and prosthetics at agreed upon discounted rates. These services aid in stabilizing health and promoting recovery for authorized PCHP/HCH clients.
• Appropriation of $550,000.00 has been included in the Fiscal Year 2021 tentative budget within the Human Services Department General Fund budget to support this not-to-exceed agreement.
• On September 13, 2018, the Board of County Commissioners approved the original agreement with BayCare Home Care, which was subsequently renewed for an additional twelve months on September 12, 2019. This second and final option of renewal will commence October 1, 2020 and end on September 30, 2021.
• From October 2019 through June 2020, BCHC provided services and supplies for 309 unique clients of PCHP/HCH. These services included 654 skilled nursing visits, 685 requests for durable medical equipment or medical supplies, and 1163 other services ranging from therapy to intravenous (IV) support.

This Renewal provides home health services for authorized PCHP/HCH clients to aid in stabilizing health and recovery. Services include durable medical equipment, home health services, oxygen, outpatient rehabilitation services, wound care, infusion therapy, and orthotics and prosthetics at agreed upon discounted rates.

Background Information:
BCHC provides home health services for residents enrolled in PCHP/HCH in cooperation with partnering hospitals and providers. PCHP/HCH clients consist of uninsured adults between the ages 18-64 who are in need of healthcare, but meet certain income level criteria and cannot afford care on their own. The goal of the PCHP/HCH program is to provide primary medical care services through a patient-centered medical home and to divert emergency room visits. BCHC provides broad geographical coverage throughout the county.
To ensure service needs are met within the allocated budget, BCHC, The Florida Department of Health in Pinellas County (DOH) and Human Services have established a service review group which meets bimonthly. Additionally, DOH performs a weekly review of enrolled clients to manage service levels in accordance with program policies. DOH is also required to validate referrals that are over the specified dollar amount.

Fiscal Impact:
