Summary:
The purpose of this grant application is to seek funding assistance through SWFWMD for the Pinellas Trail - 54th Avenue Drainage Improvements Project. This project will serve to prevent future flooding along the Pinellas Trail - 54th Avenue corridor using the 100-year, 24-hour storm event for flood protection. The project will also prevent future street flooding at the intersection of the Pinellas Trail and 54th Avenue North for the 10-year, 24-hour storm.
Background/Explanation:
The goal of this project will be to prevent future flooding for the 100-year, 24-hour storm event and street flooding up to the 10-year, 24-hour storm event along the corridor of Pinellas Trail and 54th Avenue North. The source of flooding is due to the inability of the primary drainage system to collect and transport runoff from the watershed, much of which is untreated. This area discharges into the Gulf of Mexico, which is an Outstanding Florida Water as designated by the Florida Department of Environmental Protection, and is worthy of special protection because of its natural attributes. This project will provide drainage improvements, and will help meet water quality goals of reducing pollutant loading to surface waters, and total maximum daily loads.

Fiscal Impact:
The anticipated funding from SWFWMD is $825,000.00, with a County match of $825,000.00. The total estimated project funding required is $1,650,000.00 for Fiscal Year 2017 (FY17). The County’s portion is available from the Capital Improvement Program Budget in FY17 through the Infrastructure Sales Tax (Penny for Pinellas).
