Recommended Action
Declare miscellaneous County-owned office furniture, computers, and programmatic equipment (Equipment) transferred from Board of County Commissioners departments, constitutional offices, and appointing authorities (Departments) as surplus. This declaration of surplus will enable the County to donate or sell at auction Equipment, not otherwise repurposed, listed in the attached files (Auction Items).
• The owning Department has determined the Auction Items are at end of its intended purpose or useful life and has transferred to Construction and Property Management’s (CPM) surplus warehouse.
• There are 53 lots to be sold in this auction:
o Assets: Tire Balancer, Scanner, Folder Inserter, Solar Power Unit, Queuing System
o Non-Assets: Traffic Control Equipment, Computer monitors, desktop computers, docking stations, IT accessories, battery backups, printers, printer ink, mailing equipment, bicycles, bicycle trailers, rolling shelves, and commercial appliances.
• At commencement of the auction cycle, a list of the Auction Items is sent to various agencies, other governmental entities, and non-profits (Agencies) for possible donation before listing for sale at auction.
• During non-auction cycles, prior to becoming Auction Items, the Equipment is available through CPM’s Surplus SharePoint website for all other Departments to view and repurpose.
• GovDeals.com will conduct the public auction in accordance with the County’s agreement.
• This declaration, by itself, has no fiscal impact on Pinellas County. The total estimated revenue is unknown at this time because the final sale will be conducted via a public auction.
• These revenues are not budgeted in the Fiscal Year 2026 Adopted Budget and will generate unanticipated revenue for the funds that owned the sold or donated asset.

This action provides a path to extend the usefulness of County-owned assets or realize revenue for Equipment no longer needed for County use. There are 53 (Lots) to be sold in this auction. All items that are slated for sale are attached to this Legistar File. Below is a brief list of some representative items that are to be sold:

•Non-Assets: Traffic Control Equipment, Computer monitors, desktop computers, docking stations, IT accessories, battery backups, printers, printer ink, mailing equipment, bicycles, bicycle trailers, rolling shelves, and commercial appliances.

Background Information:
CPM collects and organizes Equipment transferred to the surplus warehouse by Departments who have determined these items are at the end of its intended purpose or useful life. Equipment ranges from office furniture and computers to technical or programmatic equipment. CPM determines if the Equipment should be scrapped, junked, or available for donation or sale. CPM also offers the Equipment through its Surplus SharePoint website which is available to Departments outside of the formal auction cycle.
At the commencement of the auction cycle, and prior to listing remaining Auction Items on GovDeals.com for auction, Auction Items are formally offered to Departments and preferred list of Agencies in accordance with Board-approved resolution on January 14, 2014 (Resolution 14-8) as follows:
• CPM will distribute a Notice of Surplus Equipment to all County Departments, Constitutional Officers, Board Dependent Districts, and other governmental agencies, four weeks prior to an auction.
• CPM will distribute a Notice of Surplus Equipment to the Pinellas County School Board, the Juvenile Welfare Board of Pinellas County, and Suwannee County, three weeks prior to an auction.
• CPM will distribute a Notice of Surplus Equipment to qualified non-profit organizations included in the FY25-26 Social Action Funding Program, FDARN, Creative Pinellas, Keep Pinellas Beautiful, and Vincent House.
Fiscal Impact:
The total fiscal impact is unknown at this time due to the final sale conducted via a public auction.
The revenue generated is not budgeted for in the FY26 Adopted Budget and will be distributed to the fund that owned the sold asset.
