Approval and signature by the County Administrator of the Second Amendment to the Cooperative Funding Agreement with the Southwest Florida Water Management District (SWFWMD) for the Klosterman Bayou Watershed Management Plan (WMP).

 

                     Agreement term amended to extend the expiration date of December 31, 2025, to June 30, 2026.

                     Funding Paragraphs 1, 3, 8, and 10 replaced in their entirety.

                     Project Schedule table in Project Plan replaced in its entirety.

                     No cost associated with the Amendment.

Summary:

The Second Amendment extends the agreement term from December 31, 2025, to June 30, 2026. Additionally, Funding Paragraphs 1, 3, 8, and 10 are replaced in their entirety. Furthermore, the Project Schedule table in the Project Plan is replaced in its entirety. There is no cost associated with the Amendment.

The Cooperative Funding Agreement provides funding to develop a comprehensive WMP for Klosterman Road Watershed. The project includes watershed evaluation, flood plain analysis, Level of Service (LOS) Determination, Surface Water Resource Assessment (SWRA), and Best Management Practice (BMP) Alternative Analysis. The WMP will provide recommendations for drainage, water quality and natural systems improvement projects.  The Agreement provides $150,000.00 in SWFWMD funding with an equal match from the County for a $300,000.00 project total.

 

Background/Explanation:

No formal WMP has been completed for Klosterman Bayou Watershed. Klosterman Bayou Watershed is generally located in the northwest region of the County with an area of approximately 3.2 square miles. 10.71% of that area is under the jurisdiction of the City of Tarpon Springs. The remainder of the Watershed is unincorporated County. Klosterman Bayou abuts six (6) other watersheds including Lake Tarpon to the west, Sutherland and Smith Bayou to the south. Anclote and St Joseph Sound to the north and Clearwater Harbor to the east. The WMP will be developed in general accordance with SWFWMD Guidelines and Specifications.
