Approval and execution by the County Administrator of the ranking of firms and agreement with the number one ranked firm, Avcon, Inc., (Avcon) for professional engineering services for design and construction administration for the Airport Security System Improvement Project at the St. Pete-Clearwater International Airport (Airport).

Contract No. 167-0339-NC (SS); in the amount of $241,954.50 for 450 consecutive calendar days from notice to proceed date.

Summary:

This contract is for professional engineering services and design/construction administration services for the upcoming Airport Security System Improvement Project.  Services to be provided by Avcon include an assessment report, schematic design and development, final construction documents, bid phase services and construction administration services.

The firms in order of ranking are attached on the ranking spreadsheet.

 

Background/Explanation:

The Airport intends to replace the current security system with an upgraded and advanced system. The project scope includes designing a replacement access control system, closed circuit television, video management system, security badging system, computer-based security training system, and perimeter security fencing with new gate operators.

 

A Request for Qualifications to comply with the Consultants Competitive Negotiation Act (CCNA) per Florida Statute 287.055 was released on June 26, 2017 and the negotiation and scoping process was concluded in December 2017.

 

The contract includes fully burdened negotiated hourly rates including all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA).  Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061. Florida Statutes.

 

Fiscal Impact:

Eligible design and contingency services will be partially derived from the Federal Aviation Administration (FAA) through our FY18 entitlement funding. The remaining design costs and owner’s contingency services will be derived from the Airport’s Capital Improvement Program Budget and the Florida Department of Transportation (FDOT).  The optional construction administration services will be dependent upon the completion of design services and partially funded by a future FAA grant for construction.

Basic services not-to-exceed:                     $196,954.50

Contingency services not-to-exceed:                     $  15,000.00

Optional “construction administration” services not-to-exceed:                     $  30,000.00

Total expenditure not-to-exceed:                     $241,954.50

 

FAA Share:                     $132,768.38

FDOT Share:                     $40,868.06

Airport Share:                     $68,318.06

Total Amount:                     $241,954.50

 

Delegated Authority:

Authority for the County Administrator to approve and execute this agreement is granted under Code Section 2-178.
