Summary:
This contract will provide Parks and Conservation Resources (PCR) with park attendance data collection automation. This system will provide data for analysis in real-time, robust AI analytics, and reduce human and mechanical error, eliminating the outdated technology that is outage-prone, and costly to support.
Background/Explanation:
In 2017 Forward Pinellas started using a Roadsys Inc. system of loop counters to detect bicycles and an infrared sensor to detect pedestrians. This system gathers information from users of the Pinellas Trail system. Forward Pinellas provides these visitor counts to PCR for monthly usage reporting. Data provided includes direction of travel, speed, and user counts separated by types.
If approved, PCR will purchase 26 units for parks and boat ramp sites. Each unit includes a traffic camera with AI powered by FLOW ($4,995.00), a Cabinet ($2,000.00), and a modem and Insight license ($150.00). The attached vendor quote provided an original price of $185,770.00 and discounted the purchase by ($21,638.50) for a total reduced not-to-exceed amount of $164,131.50 for the 12-month agreement.
PCR will install the units at an estimated additional cost totaling $9,674.08. A recurring expense of $150 per unit will be incurred for annual cell service following the initial 12-month agreement (total $3,900 per year).
