Approval and execution by the County Administrator of Change Order No. 1 - time extension to the contract with Highway Safety Devices, Inc. for Advanced Traffic Management System/Intelligent Transportation System Project (ATMS/ITS) Project on Park Boulevard (SR 694) from Gulf Boulevard (SR 699) to Grand Boulevard.

Contract No. 156-0148-CP(DF); PID No. 000175A; extending the Agreement term through December 19, 2017.

Summary:

This change order extends the contract term one hundred fifty (150) consecutive calendar days and is necessary due to design revisions required for closed circuit television camera installations.  The delay in the completion of utility locates impacted the installation of the inter-coastal subaqueous bore.  Additionally, the County made revisions to installation of three (3) video vehicle detection system cameras placed on aluminum poles at three (3) intersections on Park Boulevard due to conflict with existing facilities and utilities within the restricted right-of-way.  The County determined placement of cameras on poles within the medians adjacent to the three (3) intersections was preferable to original plan locations. There is no monetary increase to the contract as a result of this change order.

 

Background/Explanation:

The purpose of the project is to install conduit, fiber optic cable, digital message signs and closed circuit television cameras along Park Boulevard as part of the County ITS network.  The project will enhance traffic flow through video detection and adaptive traffic signal control, provide surveillance of roadway and traffic conditions, and provide motorists information for alerts, incidents and evacuations.

The project is part of an overall implementation of the Countywide ATMS/ITS effort that was adopted and funded by the Board of County Commissioners (Board) utilizing the Ninth Cent Local Option Gas Tax in 2006.  As part of the overall plan, this segment is being constructed based on a priority list of projects developed by the Board and Metropolitan Planning Organization.  The Board approved the subject award on April 26, 2017.

Total expenditure not to exceed: $3,231,688.00

Funding is derived from the Ninth Cent Local Option Gas Tax (50%) and grant funding through the Florida Department of Transportation (50%).

 

Delegated Authority:

Authority for the County Administrator to approve and execute this change order is granted under Code Section 2-62 (a)(2).
