Approval of the donation agreement between Duke Energy Florida, LLC and Pinellas County.
• This is a one-time charitable donation in the amount of $500,000.00.
• The purpose of the funds is to assist the County with the replacement of the aging and deteriorating pedestrian bridge at Raymond H. Neri Park.
• Replacement of the wooden deck bridge was not included in the current Raymond H. Neri Park expansion and renovation.
• If approved, the Raymond H. Neri Park pedestrian bridge replacement would become a sub-project of Renovation and Replacement of Park Structures program, project 003772A, funded by Local Infrastructure Sales Surtax (Penny for Pinellas). The Duke Energy Florida, LLC donation may be recognized and allocated to the project via budget amendment at a later date.

The agreement provides a one-time donation of $500,000 to Pinellas County to be used to replace one of two pedestrian bridges at Raymond H. Neri Park. No goods, services or other benefits are expected or required in return. The donation would be applied to the department’s capital improvement program to facilitate the bridge replacement.

Background Information:
There are two pedestrian bridges located at Raymond H. Neri Park. The original bridge, located on the west side of the park, was one of two older bridges received through donation from the City of Clearwater in the late 1990’s when the city renovated a golf course. The donated bridge is a steel frame bridge with wooden decking. The wooden decking is prone to deterioration and has been re-decked multiple times. The second pedestrian bridge was installed in 2012 on the eastern side of the park and is steel frame construction with a concrete deck. The department intends to replace the wood deck bridge with a bridge of similar materials and appearance as the newer pedestrian bridge. A new bridge would reduce annual maintenance costs for the existing bridge.
Fiscal Impact:
The Pinellas County Parks and Conservation Resources Department plans to construct the pedestrian bridge as a sub-project of Renovation and Replacement of Park Structures program, project 003772A, which is budgeted in the proposed FY26-FY31 Capital Improvement Program (CIP). The program project is funded by Local Infrastructure Sales Surtax (Penny for Pinellas). The $500,000.00 Duke donation is not yet reflected in the project budget. The revenue may be recognized via amendment at a later date, if approved.
The estimated cost of the pedestrian bridge for Raymond H. Neri Community Park is $500,000.00. Duke is to provide the County payment of $500,000.00 within 60 days of County approval. There is no match requirement.
