Recommended Action

Sitting as the Community Redevelopment Agency, approve the Fiscal Year (FY) 2025 Lealman Community Redevelopment Area (CRA) Work Plan.

                     The proposed Work Plan includes $3.515 million of Tax Increment Financing spending for projects and programs in FY25.

                     The Lealman CRA Advisory Committee reviewed the proposed Work Plan at their 6/26/24 meeting and recommends approval, the County Commission reviewed the proposed Work Plan at the 8/28/24 workshop.

                     Changes proposed to the FY25 Work Plan:

o                     A change in the Home Investment Program to reflect the entire contract amount of $1,500,000.00 through Habitat for Humanity for the 3-year period versus the annual amount of $500,000.00/year.

o                     Expand the Mural Program to a Public Art Program.

o                     Decrease the Gateway & Wayfinding Program to $10,000.00 to maintain the signage as needed due to the program being completed.

o                     A reduction in the Lealman Exchange Strategic Plan Implementation from $200k to $175k per the agreement with the St. Petersburg Foundation.

o                     Reduced Phase 2 Lealman Park enhancements to reflect adjacent pond beautification as the only remaining project to be completed in FY25.

o                     New Projects/Programs:

§                     $50,000.00 Implementation of Joe’s Creek Industrial Area Master Plan

§                     $500,000.00 Land Acquisition for a public purpose

§                     $100,000.00 LEX Digital Monument Sign off of 54th Avenue

§                     $40,000.00 46th Avenue Playground Amenities

§                     $25,000.00 Demolition Funds

                     Funding for this Work Plan is included in the FY25 Proposed Budget in the Lealman CRA Trust Fund.

Summary:Summary

As a best management practice to implement the Lealman CRA Plan, the annual Work Plan is created and reviewed in coordination with the Lealman CRA Advisory Committee to be presented to the Agency each year for approval.

The Lealman CRA Advisory Committee reviewed the proposed Work Plan at their 6/26/24 meeting and recommends approval.

The FY25 Work Plan associated with this agenda item conforms to the goals and objectives contained within the Lealman CRA Plan and thereby the associated statutory requirements for CRA’s as outlined in Chapter 163, Part III, of the Florida Statutes, and is presented here to the Agency for approval. 

The County Administrator was granted the authority to approve and execute certain contracts, documents, and instruments on behalf of the Agency pursuant to the powers enumerated in Section 163.370 of the Florida Statutes via Resolution 19-10, which is included as an attachment to this item and was adopted on March 12, 2019.

Background Information:

In July 2015, via Resolution 15-62, the Board of County Commissioners (Board) made a positive finding of blighted conditions and established the Lealman Community Redevelopment Area (CRA), directed staff to create a redevelopment plan for the CRA. Also in July 2015, via Ordinance 15-29, the Board established the Agency and appointed itself as its governing body. The Board established the Lealman Community Redevelopment Area Advisory Committee via Resolution 15-70 to assist staff in drafting the redevelopment plan and to advise on its implementation, and on June 7, 2016, the Board approved the Lealman CRA Plan via Resolution 16-40, which was later amended by the adoption of Resolution Nos. 17-36 and 19-11. On March 12, 2019, the Board adopted resolution 19-10, which grants the County Administrator the authority to approve and execute certain contracts, documents, and instruments on behalf of the Agency pursuant to the powers enumerated in Section 163.370 of the Florida Statutes.

 

Fiscal Impact:

Appropriation of $3.515 million for projects and programs identified on the FY25 Lealman CRA Work Plan are included in the proposed budget for the Lealman Community Redevelopment Area Trust Fund utilizing a combination of the Countywide and the Municipal Services Taxing Unit Tax Increment Financing revenues.
