Recommended Action

Approval and execution by the County Administrator of the Fourth Statement of Work to the Master Services Agreement with Operation PAR, Inc. (Operation PAR) for the no-cost extension of the Health Resources and Services Administration (HRSA) Health Care for the Homeless (HCH) Grant.

● This Statement of Work allocates $39,385.00 of unspent funding from the March 1, 2022- February 28, 2023, HRSA HCH Grant period to provide additional substance use services from March 1, 2023- February 29, 2024, under Grant Award # 6 H80CS00024-22-05. No Match is required.

● Funding for this Statement of Work is not consistent with the FY24 Adopted Budget. Human Services and OMB have determined the department can absorb this within the Fiscal Year 2024 (FY24) budget without need for a budget amendment at this time.

● The Board of County Commissioners (Board) previously approved the following items related to the program; Master Services Agreement for this HRSA grant funding on April 26, 2022, under item #22-0086A and first amendment to Master Services Agreement under item# 22-1299D on February 14,2023.

Summary:

This statement of work allocates unspent funding from the March 1,2022 - February 28,2023 HRSA HCH grant year to provide additional substance use services in the March 1, 2023 - February 29, 2024, grant year. The carryover funding will supplement current grant year budget for Operation PAR to provide additional services to HCH clients.

 

Background/Explanation:

The Pinellas County Health Program provides integrated primary and behavioral health care through on-site screening, assessment, and referral to behavioral health services. Operation PAR is the contracted provider of substance use services for the Pinellas County Health Program.

The Board previously approved the Master Services Agreement for this HRSA grant funding on April 26, 2022. HRSA issued a Notice of Award for carryover funding on December 13, 2023.

 

 

Fiscal Impact:

Funding in an amount not to exceed $39,385.00 is provided through Grant Award # 6 H80CS000242205. No match is required.

Funding for this no-cost extension is not consistent with the FY24 Adopted Budget. Human Services and OMB have determined the department can absorb this within the FY24 budget without need for a budget amendment at this time.
