Approval of the award of bid to Oshkosh Airport Products, LLC for an Aircraft Rescue and Fire Fighting (ARFF) vehicle.

 

                     This request for bid award is to purchase an ARFF vehicle for the St. Petersburg-Clearwater International Airport.

                     This vehicle will be primarily utilized to transport firefighting and rescue equipment in response to rescuing aircraft passengers and combating fires.

                     This ARFF replaces a current ARFF which is in constant state of repair and beyond its useful life.

                     The Federal Aviation Administration mandates that the Airport own and operate these types of ARFF vehicles.

                     Two bids were received with Oshkosh Airport Products, LLC recommended for award as the lowest responsive, responsible bidder in the amount of $783,255.00.

                     The fiscal impact of this contract is a one-time expenditure of $783,255.00 and is included in the Fiscal Year 2023 Proposed Budget via CIP Project 000037A - Acquire Airport Rescue and Fire-Fighting Vehicles Airport. As a result, no negative budgetary impacts are anticipated. Passenger Facility Charges will be used to fund this purchase

 

Contract No. 22-0236-B in the annual not-to-exceed amount of $783,255.00 on the basis of the lowest responsive, responsible bid meeting specifications; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

This request for bid award is to purchase an ARFF vehicle for the Airport. This vehicle will be utilized to perform a variety of firefighting and rescue tasks as required by the Federal Aviation Administration
The contract is for the acquisition of one (1) Striker 4 X 4 3.0 delivered on or before April 31st, 2023.

Background Information:

The Purchasing and Risk Division issued an Invitation to Bid on behalf of the Airport for an ARFF Truck.  Two (2) bids were received with Oshkosh Airport Products, LLC recommended for award as the lowest responsive, responsible bidder.

The Airport is a Federal Aviation Administration (FAA) Certificated Part 139 airport with approximately 350 flights a day comprising of Air Carrier, Military, General Aviation, and Law Enforcement. The FAA mandates that these types of airports provide ARFF services during air carrier operations. The FAA also determines the number of ARFF vehicles and the required amount of extinguishing agents, called an Index.  An index is assigned to each FAA Part 139 certificate holder based on a combination of the air carrier aircraft length and the average number of daily departures.

If the longest air carrier aircraft at the Airport has five or more average daily departures, the matching index is used.  The Airport is an Index C airport with three Class 4 vehicles that carry 1,500 gallons of water, 200 gallons of Aqueous Film Forming Foam (AFFF) and 500lbs of Hydro-Chem. Two of these vehicles are for primary response while the third vehicle is a reserve unit. The unit being replaced is primary, manufactured in 2006 and has reached its useful life span and needs constant repairs with air leaks, water leaks, electrical and mechanical issues.  In the past few years, the Airport has spent over $10K for repairs.  The down time and cost associated with maintaining this vehicle have become unreliable and is causing the Airport to now rely on a reserve unit to meet index needs.

 

Fiscal Impact:

The fiscal impact of this contract is a one-time expenditure of $783,255.00 and is included in the FY23 Proposed Budget via CIP Project 000037A - Acquire Airport Rescue and Fire-Fighting Vehicles Airport. As a result, no negative budgetary impacts are anticipated.  Passenger Facility Charges (PFCs) will be used to fund this purchase.
