Approval of the amendment by resolution to reverse and repeal the amendment portion of Resolution 24-51 and supplement the Fiscal Year (FY) 2024 Operating Budget by recognizing unanticipated revenue for the Lealman Solid Waste Collection and Disposal Fund.

 

                     Reverse and repeal the budget amendment portion of Resolution 24-51 due to a clerical oversight.

                     Conduct a public hearing and adopt the attached resolution recognizing unanticipated revenues for the Lealman Solid Waste Collection and Disposal Fund in the amount of $300,000.00 in the Solid Waste Department’s FY24 Adopted Budget.

                     Appropriate funding to Operating Expenses ($150,000.00) and Reserves ($150,000.00) to maintain fund solvency.

The attached resolution recognizes and appropriates unanticipated revenues from an interfund loan transfer from the Solid Waste Revenue and Operating Fund to the Lealman Solid Waste Collection and Disposal Fund within the Solid Waste Department’s FY24 Adopted Budget.

Background Information:


On August 13, 2024, the Pinellas County Board of County Commissioners (Board) approved Resolution 24-51 (24-0667A), which provided an interfund loan in the amount of $300,000 from the Solid Waste Revenue and Operating Fund to the Lealman Solid Waste Collection and Disposal Fund in the Solid Waste Department. Resolution 24-51 also provided an amendment recognizing $300,000 in unanticipated revenue from the Solid Waste Revenue and Operating Fund transfer and appropriated $150,000 to Operating Expenses and $150,000 to Reserves in the Lealman Solid Waste Collection and Disposal Fund. This request aligns with the direction given in July 2023 by the Board for Solid Waste to conduct an interfund loan to supplement initial cash flow needs in conjunction with a series of $24.00 per household/year rate increases effective FY24-26 pending Board approval.

Following Board approval of Resolution 24-51, a clerical oversight was discovered by staff at the Clerk of the Circuit Court and Comptroller (Clerk) and Office of Management and Budget (OMB). The budget amendment portion of Resolution 24-51 had incorrect current and amended totals, requiring the reversal and repeal of the budget amendment portion and a new resolution to amend the FY24 Adopted Budget before the revenue could be recognized and appropriations made.

The proposed Resolution reverses and repeals the budget amendment portion of Resolution 24-51. It does not reverse, repeal, or alter the interfund loan portion of Resolution 24-51, this remains intact as approved on August 13, 2024, by the Board. The Proposed resolution also seeks approval to recognize $300,000 in unanticipated revenue in the Lealman Solid Waste Collection and Disposal Fund from an interfund loan transfer from the Solid Waste Revenue and Operating Fund in the Solid Waste Department’s FY24 Adopted Budget. Additionally, approval appropriates $150,000 to Operating Expenses and $150,000 to Reserves, which is projected to maintain fund solvency in FY25.

 

Fiscal Impact:

Approval of the attached resolution reverses and repeals the budget amendment portion of Resolution 24-51 due to a clerical oversight. Approval also recognizes and appropriates unanticipated revenues in the amount of $300,000 in the Lealman Solid Waste Collection and Disposal Fund in the Solid Waste Department’s FY24 Adopted Budget.
