Summary:
This is a cooperative bid administered by the County for estimated annual requirements of gasoline and diesel fuel. The County’s estimated requirements and expenditures include Sunstar Ambulance and the Pinellas County Sheriff’s Office. There are twelve (12) governmental entities participating in this cooperative contract. Award is recommended on a primary and secondary basis; Cooperative participants have the right to utilize the secondary firm for each product should the primary firm not be able to deliver product within twenty-four (24) hours of order placement.
This is a five (5) year contract, effective December 16, 2015 through December 15, 2020.
Background Information:
The per gallon fuel prices are calculated using the Oil Pricing Information Service (OPIS) Average Base Price the day of order placement, including a fixed fee per gallon which is essentially a charge to deliver the fuel.
The fixed fee per gallon unit price for each item shall be held firm for the first twelve (12) month period of the contract. Thereafter, price escalation/de-escalation is provided at twelve (12) month intervals based on the Consumer Price Index, Fuels and Utilities Index as published by the United States Department of Labor.

Funding for Pinellas County Board of County Commissioners (Board) is derived from the Real Estate Management Department, Fleet Management Division operating budget. Each Cooperative partner is responsible for funding their portion of this contract.
