Approval and execution by the County Administrator of the Preliminary Engineering Agreement with CSX Transportation Inc. (CSXT) for engineering and/or design services for the County’s 62nd Avenue North Roadway Improvements Project west of 49th Street North to 34th Street North/US 19 North.

 

                     Project will upgrade an existing rubber crossing surface by replacing asset with concrete tub-platform and railroad signal adjustments at 62nd Avenue North (CR 216).

                     CSXT is responsible for review and preparation of design and engineering plans for reconstruction of existing railroad crossing.

                     CSXT will develop cost estimates and evaluation of any additional assessments, surveys, or studies associated with the project.

                     Estimated cost to County is $54,500.00. Should CSXT exceed this estimate, CSXT will provide Pinellas County with a revised estimate.

                     Funding for this project is budgeted under the 62nd Avenue N Roadway Improvement from 34th Street N to 49th Street N Project 000097A, included in the Capital Improvement Plan, funded by the Penny for Pinellas, Multimodal Impact Fees, and NEPA grant funding.

Summary:

The County wishes to facilitate development of the proposed County roadway improvements at 62nd Avenue North Roadway impacting CSXT at the crossing on 62nd Avenue North (County Road 216). The purpose of this Agreement is for CSXT to provide design and engineering services for the reconstruction of the rail crossing at 62nd Ave North west of 49th Street North. Services provided include the review of various engineering documents as well as attendance by CSXT representatives at project meetings. Estimated cost to County is $54,500.00.

 

Background/Explanation:

The current crossing consists of rubber panels that will be upgraded to a concrete tub crossing and railroad signal adjustments. Since the crossing is part of CSXT right-of-way (ROW), CSXT will be involved in the design and review of documents relating to the reconstruction of the crossings.

 

Fiscal Impact:

 

Funding for this project is budgeted under the 62nd Avenue N Roadway Improvement from 34th Street N to 49th Street N Project 000097A, included in the Capital Improvement Plan, funded by the Penny for Pinellas, Multimodal Impact Fees, and NEPA grant funding.

 

Total available funding is the amount of the project allocation as represented in the FY26-FY31 Capital Improvements Program. Available funding in excess of the recommended not-to-exceed amount is available for other project costs. Per the terms of this agreement, Pinellas County may terminate this Agreement, for any reason, by delivery of notice to CSXT.

 

A payment of $2,500.00 has been processed and submitted to CSXT. An additional payment of $52,000.00 to CSXT is required. Upon execution and delivery of this Agreement by the County, it will deposit with CSXT a sum equal to the Reimbursable Expenses, a sum of $52,000.00. Should CSXT exceed this estimate, CSXT will provide Pinellas County with a revised estimate.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a)(1).
