Approval of the award acceptance with eight nonprofit entities for the Edward Byrne Memorial Justice Assistance Grant Countywide (JAG-C).
• The JAG-C is a formula-based U.S. Department of Justice pass-through grant administered by the Florida Department of Law Enforcement (FDLE). It supports projects that help reduce crime and improve the criminal justice system.
• The Substance Abuse Advisory Board (SAAB) reviewed applications for projects to be funded by JAG-C. The selected projects were voted on and recommended by the SAAB on August 15, 2023.
• The JAG-C will provide $250,805.00 in funding to support eleven projects in Pinellas County. The City of Clearwater ($51,500.00) and the City of Largo ($5,000.00) will administer their own projects directly with FDLE.
• Human Services will administer nine of the projects totaling $194,305.00. One project funds internal program administration for the grants at $25,080.00. The remaining projects are agreements with nonprofit agencies for a total of $169,225.00.
• Eight of the agreements for approval are ALPHA House for Breaking the Cycle of Intergenerational Abuse ($24,255.06), Boys and Girls Clubs of Suncoast for Youth Prevention Program ($8,300.98), Community Action Stops Abuse for Collateral for Pinellas Law Enforcement ($7,317.00), Goodwill Industries Suncoast for Tampa Bay Reentry Center ($47,750.00), MORE Health, Inc. for Firearm Safety and Violence Prevention training for youth ($25,000.00), Recovery Epicenter Foundation for The Catcher’s Mitt ($40,000.00), Vincent House for Clubhouse Services ($8,300.98), and Westcare GulfCoast-Florida, Inc. for Mustard Seed Inn Case Management ($8,300.98).
• The Board of County Commissioners signed the Certificate of Participation (23-017C) on July 26, 2023, and approved the JAGC recommended projects (23-1348A) on September 19, 2023.
• Funding to support this agreement was anticipated and is included in the Fiscal Year 2024 budget.

The JAG-C is a formula-based pass-through grant of federal funds awarded to Pinellas County by the FDLE through the Bureau of Justice Assistance. JAG-C applications were received through a competitive solicitation and reviewed by the SAAB. On August 15, 2023, the SAAB approved the recommendation of eleven (11) projects for funding. These recommendations were approved by the Board on September 19, 2023. Of these projects, nine (9) will be administered by Human Services. One (1) supports the administration of the grant program ($25,080.00) and eight (8) are subawards with the following nonprofits:

Background Information:
The JAG-C is a recurring DOJ pass-through grant administered by FDLE. JAG-C Projects must fall within a specific federal purpose area that reduces crime and/or improves the criminal justice system. Florida’s JAG-C program represents 60% of the state’s total federal Justice Assistance Grant award. The program is governed by Rule 11D-9 of the Florida Administrative Code (Code 11D-9) and funds are allocated to the County based partially on population and crime statistics.
The SAAB was established in 1989 to comply with Code 11D-9, stating Florida counties should appoint a substance abuse policy board that represents all components of the criminal justice system. The SAAB serves in an advisory capacity to the Board of County Commissioners and one of its primary duties is to review applications and recommend projects to be funded by JAG-C.
Fiscal Impact:
Funding in an amount not to exceed $250,805.00 is provided by the JAG-C to support eleven (11) projects in Pinellas County. Of these projects, nine (9) will be administered by Human Services. These projects have a combined total of $194,305.00.
The City of Largo and the City of Clearwater will administer their own projects directly with FDLE. The City of Largo project total is $5,000.00 and the City of Clearwater project total is $51,500.00.
