Approval and execution by the County Administrator of the agreement that provides a time extension to expend funds by one year to allow for reimbursement of eligible project costs related to Next Generation 9-1-1 Core Services.
• This agreement, for a one-year time extension, is between the Florida Department of Management Services and Pinellas County. The original agreement was approved under Granicus 24-1573A.
• These changes are administrative and extend the term to June 30, 2026.
• This agreement allows for reimbursement of the full grant appropriation of up to $1,118,167.03.
• This agreement has no fiscal impact. The total amount of $1,118,167.03 was included and consistent with the FY25 Adopted Budget within the E911 Emergency Communications Special Revenue Fund. This item is for time extension only to allow payment of the reimbursement request for the remaining project expenditures of $162,285.79 that were incurred in FY25 and will be submitted for reimbursement upon execution of the time extension and coded as Old Year FY25 expenditures.

Summary:
The State is requesting a new agreement to facilitate a term extension that allows for full reimbursement of grant funds appropriated for Next Generation 9-1-1 Core Services. These changes are administrative with no operational or fiscal impact.
Background/Explanation:
The County and The State of Florida, Department of Management Services executed an agreement under Granicus 24-1573 (approved by Board of County Commissioners on October 15, 2024) that will provide $1,118,167.03 in grant funding for the Next Generation 9-1-1 Core Services project. Primarily, this project upgrade will allow for streamlined information sharing from the county’s regional 911 system to the cities/districts with their own sub-dispatch systems, to be able to provide for faster response times countywide. This agreement will secure the grant funds of $1,118,167.03 for this project.
Fiscal Impact:
• This agreement is for time extension only.
• Original agreement securing $1,118,167.03 in grant funds was approved under Granicus 24-1573A.
• This is a cost reimbursement grant from the State of Florida E911 Board.
• Reimbursement for $140,250.00 of FY24 expenditures and 631,125.00 of FY25 expenditures has been submitted to State.
• A Reimbursement request for remaining project expenditures of $162,285.79 incurred in FY25 will be submitted upon execution of this agreement.
• No matching funds are associated with this grant.
• A budget amendment will be processed to recognize associated grant revenues to the E911 Emergency Communications Special Revenue Fund (1025).
