Approval of the award of bid and agreement with Smith Industries, Inc. d/b/a Smith Fence Company for the St. Pete-Clearwater International Airport (PIE) Reconstruct Airport Perimeter Fence Phase 1.

 

                     This project involves removal and re-installation of Airport Perimeter Fencing.

                     This type of fencing protects PIE from wildlife and persons trying to scale the fence around PIE’s perimeter. After this project is completed, a second phase will be designed and bid.

                     Four bids were received with award recommendation to Smith Fence Company, Inc. d/b/a Smith Fence Company, Inc. as the lowest responsive, responsible bidder in the amount of $952,788.70.

                     The Small Business Enterprise commitment is 5% for this contract.

                     Funding for this contract is available under Perimeter Fence Improvements Phase 1 Project 006158A, included in the Capital Improvement Plan, funded by Passenger Facility Charges in the Airport Revenue and Operating Fund, in the amount of $1,500,000.00.

 

Contract No. 24-0809-ITB-C in the not to exceed amount of $952,788.70, with all work to be completed within 210 days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

This Project involves replacing vulnerable portions of existing fence with a more robust fencing system to improve the prevention of access by people and wildlife. In various locations, existing fencing will be removed and replaced with 8-foot tall prefabricated, non-scalable fencing topped with ribbon strip/razor wire and wildlife deterrent skirt at the base. Work will consist of earth work removal and placement, fencing removal, specialty fencing and gate installation, concrete post footings, grass seeding/sodding, lightning protection, minor electrical and communications work.

Background Information:

This project addresses existing fencing surrounding the air operations area (AOA) that has higher risk for vulnerabilities, including areas of older deteriorating fencing in need of replacement.

Base Bid: This area of work includes AOA fencing to be removed and replaced, located at the southern end of the airport.

Alternate 1: This area of work includes security identification display area (SIDA) fencing to be removed and replaced, located adjacent to the airport’s ground transportation lot and SIDA.

Alternate 2: This area of work includes AOA fencing and gate removal and replacement, located at an AOA/SIDA airfield access point west of the terminal building.

The Purchasing Division issued an invitation to bid on June 25, 2024. Four submittals were received with award recommendation to Smith Industries, Inc. dba Smith Fence Company as the lowest responsive responsible bidder.

 

Fiscal Impact:

Amount not to exceed: $952,788.70.

 

Funding for this contract is available under Perimeter Fence Improvements Phase 1 Project 006158A, included in the Capital Improvement Plan, funded by Passenger Facility Charges in the Airport Revenue and Operating Fund, in the amount of $1,500,000.00.

 

In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.
