Approval and execution by the County Administrator of the Community Development Block Grant (CDBG) Program Subaward Land Use Restriction and Subrecipient Agreement (Agreement) with WestCare GulfCoast - Florida, Inc. (WestCare), for CDBG funded facility improvements.
• This Agreement provides CDBG funding, not to exceed $54,173.00, for costs associated with facility improvements including the replacement of the roof at WestCare’s Mustard Seed Inn facility, benefitting approximately 70 homeless adults recovering from alcohol, drug abuse and/or mental illness.
• WestCare’s Mustard Seed Inn is located at 2510 Central Avenue, St. Petersburg, FL 33712.
• The Agreement is effective for one (1) year, from October 1, 2024, to September 30, 2025. Use of the property is restricted to serving as transitional housing for homeless adults recovering from alcohol, drug abuse and/or mental illness through October 1, 2031.
• The County received $2,338,964.00 in CDBG funds to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons.
• Funding for this Agreement is included in the Fiscal Year 2025 (FY25) Proposed Budget for the Housing and Community Development Department in the Community Development Grant Fund.

Summary:
At the July 30, 2024, Board of County Commissioners (Board) meeting, the Board approved agenda item #43 (Granicus #24-1067A), Resolution 24-46 approving the FY25 Annual Action Plan. Included as an attachment in the approved Action Plan is the FY25 Funding Recommendations table, which identifies each specific project, subrecipient, and funding award amount. One of the projects to be carried out under the County’s Annual Action Plan for FY25 is funding of WestCare’s facility improvements. This Agreement will provide funding for roof replacement at WestCare’s Mustard Seed facility Inn located at 2510 Central Avenue, St. Petersburg, FL 33712.
The Agreement is effective for one (1) year, from October 1, 2024, to September 30, 2025. Use of the property is restricted to serving homeless adults recovering from alcohol, drug abuse and/or mental illness through October 1, 2031. The restriction will be in the form of a Declaration of Restrictions, Exhibit 1 to Agreement, executed by WestCare and returned to the County with the executed Agreement. The restriction does not require County execution; however, the Declaration of Restrictions will be recorded in Official Records with the Agreement.
Background/Explanation:
In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into an Agreement with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.
The County received $2,338,964.00 in CDBG funding for FY25. Funding is to be used to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons.
The CDBG Notice of Funding Availability (NOFA) and application cycle was advertised in the Tampa Bay Times, The Weekly Challenger, La Gaceta, and Tre Magazine, posted on the Community Development website, and emailed to nonprofit agencies and local municipalities.
The competitive application process began on January 10, 2024, with applications being due February 16, 2024. Applications were reviewed for funding eligibility and scored by Community Development Division staff. Funding recommendations are based on staff ranking of eligible activities and eligible expenses.
Fiscal Impact:
The total amount of funding for this agreement is not to exceed $54,173.00 during the term of the Agreement. Funding for this agreement is included in the FY25 Proposed Budget for the Housing and Community Development Department in the Community Development Grant Fund.
Delegated Authority:
Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1) and Resolution No. 24-46.
