Recommended Action

Approval of the Municipal Services Taxing Unit (MSTU) funding request, in the amount not to exceed $20,000.00, for the Palm Harbor Historical Society (PHHS) to install an historically appropriate front entry door and design of entry features at the Palm Harbor Museum.

 

Additionally, delegate the approval and execution to the County Administrator of the PHHS 2023 MSTU Funding Agreement, which will allow for a grant amount not to exceed $20,000.00 to be advanced to the PHHS for the installation of historically appropriate front door and design of entry features at the Palm Harbor Museum.

 

                     The Palm Harbor Museum is an architecturally significant structure built in 1915 by Judge Thomas W. Hartley and is listed as an historic landmark by the Pinellas County Historic Preservation Board.

                     Two wooden porches that existed when the house was first built in 1915 had become dilapidated and were removed in the 1950s. As a result, the front entry to the Museum has no protection or covering and is directly exposed to the elements (see photo included in attachments to the file).

                     Modifications to the “Judge Hartley House” require the professional services of a registered architect experienced in historic preservation so that a Certificate of Appropriateness can be issued.

                     The architect will provide construction documents and design a historically appropriate and hurricane rated canopy/roof feature that will provide protection from further weather damage.

                     The project funding request is in the amount not to exceed $20,000.00 for design, construction documents and replacement of door. Construction for the canopy/roof feature will be accomplished in a future phase.

Summary:

Summary

The Palm Harbor Historical Society (PHHS) seeks to promote the Palm Harbor Museum in its mission: To collect, preserve, interpret, and share the heritage of the Palm Harbor area within the context of Pinellas County and Florida History.

 

                     The Palm Harbor Museum (Museum) receives no direct public funding or financial support for its operation although it is the primary repository for artifacts and documentation for history in this unincorporated area of Pinellas County.

                     The PHHS in partnership with Pinellas County Department of Construction Services and Department of Administrative Services will engage the professional services of a Registered Architect from the County’s approved professional services consultant list who is known for their experience in historic preservation, to provide the appropriate construction documents for the historically appropriate front door and entry features.

                     Project and construction management services for this project will be provided by Pinellas County Department of Construction Services with oversight and direction from Tom Scofield, Principal Planner and Pinellas County Historic Preservation Specialist.

                     The project funding request is in the amount not to exceed $20,000.

Background Information:

The MSTU Special Projects Funding opportunity was created by the Board of County Commissioners for the purpose of supporting projects that enhance community and neighborhood opportunities in unincorporated areas of Pinellas County. These MSTU Special Projects Awards are intended to support culture, recreation, and community engagement opportunities for residents in unincorporated areas that are comparable to those opportunities which municipalities typically provide to their residents.

 

The Museum is an architecturally significant structure built in 1915 by Judge Thomas W. Hartley, a Pinellas County pioneer, grove owner, and Justice of the Peace in Palm Harbor.  Pinellas County purchased the Museum property located at 2043 Curlew Road, Palm Harbor, FL as part of the Belcher Road (County Road 501) extension.  The Board of County Commissioners (BCC) desired to preserve this structure as part of its local history under the Pinellas County Heritage Village umbrella and thereby adopted Resolution 96-52, in 1996 which designates the “Judge Hartley House” as part of Heritage Village and established the Palm Harbor Historical Museum

 

Fiscal Impact:

The request for funding in the amount not to exceed $20,000 is a one-time expenditure of budgeted FY23 MSTU Special Projects funds.
