Countywide Plan Map amendment from Residential Low Medium, Residential Medium, Residential High, Retail & Services, Public/Semi-Public, and Office to Planned Redevelopment District, regarding 461.2 acres more or less, generally bounded by
Sunset Point Road to the north, Kings Highway to the east, Palmetto Street / CSX Railway / Jones Street to the south, and North Osceola Avenue / North Fort Harrison Avenue / Clearwater Harbor to the west, within the North Greenwood Community Redevelopment Area.

Sitting as the Countywide Planning Authority, adopt an ordinance approving Case No. CW 26-08, a proposal by the City of Clearwater as outlined above.
• The proposed amendment establishes a unified redevelopment framework intended to implement certain recommendations of the adopted North Greenwood CRA Plan.
• The proposal would allow “opt-in” bonus residential densities up to 40 dwelling units per acre, nonresidential intensities up to 1.05 FAR, and mixed-use intensities up to 1.5 FAR for qualifying redevelopment projects. These proposed maximums remain below the density and intensity thresholds permitted for the Planned Redevelopment District category.
• Future redevelopment projects utilizing the “opt-in” bonus provisions would be required to satisfy qualifying criteria and design standards established through future amendments to the Clearwater Comprehensive Plan and Community Development Code.
• The proposed amendment was found to be consistent with the Countywide Rules and Countywide Plan Strategies.
• The Forward Pinellas Board and the Planners Advisory Committee each unanimously recommended approval of the proposal.

Forward Pinellas, in its role as the Pinellas Planning Council, voted 13-0 to recommend approval of the proposal. The Planners Advisory Committee recommended approval of the case by a vote of 16-0.
