Recommended Action

For approval and execution by the County Administrator of the Certification Statement for the Use of Certified Public Expenditures (CPE) for the Public Entity Medical Transportation Program.Body

Strategic Plan:

Deliver First Class Services to the Public and Our Customers

5.2 Be responsible stewards of the public’s resources.

Summary:

The CPE Program is governed by Federal Regulation 42 CFR 433.51. The Program allows certain health care organizations to submit certified public expenditures to draw-down reimbursement for eligible costs from Federal funds as compensation for un-reimbursed medical costs provided to eligible Medicaid recipients. Ambulance transportation is now eligible to participate in the program.

Background/Explanation:

On December 20, 2016, the County Administrator approved and signed the “Emergency Medical Transportation Integrated Disclosure and Medicaid Cost Report General Information and Certification” to participate in the Public Entity Medical Transportation program.

On May 1, 2017, the County Administrator signed the “Certification Statement for the Use of Certified Public Expenditures” form.  On May 18, 2017, the County received a disbursement in the amount of $31,379.00.

On June 15, 2017, the State of Florida notified Pinellas County that additional funds were available.  An additional Certified Program Expenditure of $5,477 must be authorized to receive additional funding of $8,563.00.

Fiscal Impact:

Receipt of $8,563.00 will increase FY17 Emergency Medical Services Fund revenue. This is consistent with the FY17 estimates included in the FY18 Proposed Budget.

Delegated Authority:

Authority for the County Administrator to sign this Certification Statement for the Use of Certified Public Expenditures is granted under Code Section 2-62 (a)(1).
