Approval of the Public Transportation Grant Agreement (PTGA) with the Florida Department of Transportation (FDOT) for the design and construction associated with a new parking garage at the St. Pete-Clearwater International Airport’s (PIE) Strawberry Parking Lot, which is located on Fairchild Drive.
• This grant represents additional revenues from FDOT’s District 7 Aviation Fund.
• FDOT will pay no more than 50% of project costs and requires a match of at least 50%.
• The amount of this grant is $2,500,000.00.
• The grant billings will be distributed on a reimbursement basis.
• This grant is the enabling funding that will allow PIE to move forward with the design process of a parking garage and the expansion of the existing Strawberry Parking Lot.
• The expiration date of this PTGA is June 30, 2028. The grant funding will be applied to Multi-level Airport Parking Garage Project 002877A, included in the Fiscal Year 2025-2030 Capital Improvement Plan, funded by FDOT State Grant Funds, and Customer Facility Charges via the Airport Revenue and Operating Fund. The FDOT PTGA was previously identified as Anticipated State Grant Funding; other funding sources are not impacted at this time.

The PTGA will assist PIE in the design and construction costs of a new parking garage, the scope of which is being formulated currently. The parking garage will be constructed on top of the current Strawberry Parking Lot on Fairchild Drive, adjacent to the terminal building. The surrounding pavement around the parking garage serve as additional service parking.

Background Information:
During PIE’s ongoing meetings with FDOT regarding our capital project needs, we have continued to request additional funding for the new parking garage, which is not eligible to have the FAA fund the project.
The PTGA’s scope of work includes but is not limited to consultant and design fees, permitting, bidding services, survey and geotechnical costs, construction inspection and material testing, mobilization, and demobilization, maintenance of traffic, erosion control, pavement (access roadways and sidewalks), drainage, utilities, primary and back-up power supplies, building (foundation, structure, roof, MEP, and fire prevention and protection), pavement marking, lighting and signage and indoor/outdoor security systems.
Fiscal Impact:
The grant funding will be applied to Multi-level Airport Parking Garage Project 002877A, included in the FY25-FY30 Capital Improvement Plan, funded by FDOT State Grant Funds, and Customer Facility Charges via the Airport Revenue and Operating Fund.
The FY25-FY30 Capital Improvement Plan includes $1,750,000.00 in FDOT State Grant Funds, $28,000,000.00 in Customer Facility Charges, and $6,750,000.00 in Anticipated State Grant Funding.
