Approval and execution by the County Administrator of First Amendment (Amendment) to the Subrecipient Agreement with WestCare Gulfcoast-Florida, Inc. for the Pinellas County Adult Drug Court Expansion project under the Substance Abuse and Mental Health Services Administration (SAMHSA) grant.

 

                     This Amendment provides a 5-month time-only extension of the SAMHSA Fiscal Year (FY) 2019 Adult Drug Court Expansion project funding through October 30, 2024. The Amendment extends the term of the agreement and updates additional terms in accordance with this no-cost extension.

                     Funding under this agreement covers Counselors for judicial case management, to include evidence-based outpatient substance abuse treatment services. A full-time Peer Recovery Coach for recovery support services, motivational supports, advocacy, and other client services. A full-time Research Assistant for data collection, evaluation, and analysis. Partial funding for a Treatment Services Director to oversee the delivery of substance abuse disorder treatment and recovery support services.

                     The award expands the critical capacity of the Pinellas Adult Drug Court to help address a targeted population with comorbid mental health and substance abuse needs by supporting outpatient drug treatment servicesBody

                     The Board previously approved the following items related to the program: notice of grant award under file and original agreement with WestCare file 19-653A.

                     As this is a time-only extension, this amendment will have no fiscal impact on Pinellas County. Funding provided by Grant #19TI81905A. Total funding for this agreement remains unchanged from the original five-year grant award of $1,819,425.00. Funding for this action is included in the FY24 budget. It is not included in the FY25 Budget. Human Services will evaluate the need to include this in the carryforward amendment in October 2024.

Summary:

This Amendment documents a no-cost extension of unused SAMHSA grant funding. The grant extensions allows WestCare to continue delivering Level 1 outpatient treatment services, screening and assessments, case management, peer recovery support, aftercare services, and family group meetings.

 

Background/Explanation:

Adult Drug Court practices involve integrating an array of substance abuse treatment services using evidence-based protocol, ongoing judicial interaction, justice system case processing, and close coordination of system stakeholders. Since its inception, the Adult Drug Court has used grants to serve populations that require more specific or expansive approaches to treatment and recidivism reduction.

Funding supports counselors for judicial case management, to include evidence-based outpatient substance abuse treatment services. A full-time Peer Recovery Coach for recovery support services, motivational supports, advocacy, and other client services. Funding for this action is included in the FY24 budget.
