Recommended Action:

Recommended Action

Approval of the agreement certifying that monies received from the State of Florida will be used for first year expenses to upgrade the existing 9-1-1 call routing and delivery network to meet state and national requirements.

 

                     The current network does not meet updated state and national requirements. 

                     This change will allow Pinellas County to be compliant with state requirements to implement this technology by Fiscal Year (FY) 2027.

                     The new network will improve the accuracy of 911 call routing and delivery, disaster recovery, redundancy, operational flexibility, and interoperability with neighboring counties.

                     State E911 Public Safety Answering Point Upgrade FY24-25 appropriation exists to assist in funding these costs for the first year.

                     This request for $1,118,167.03 will fund the purchase of service fees for the use of a Next Generation 9-1-1 Core Services Network for one year as well as additional work for firewall upgrades required to implement the system.

                     The funding associated with this agreement was not anticipated during the development of the FY25 Budget. Therefore, if this agreement is approved, a budget amendment will likely be proposed to appropriate these funds and provide expenditure authority. The funding is to be provided on a cost reimbursement basis by the State of Florida E911 Board. No matching funds are associated with this funding.

Summary

The Public Safety Answering Point Upgrade FY 24-25 appropriation is provided to assist Florida counties with the provision of Next Generation Core Services 9-1-1 network upgrades and implementation for the first year.  This is the network used to deliver 9-1-1 calls to designated public safety answering points (PSAPs) such as this Next Generation 9-1-1 Core Services network.  The E911 Board assists eligible counties through this appropriation as an enhancement to the E911 program using E911 trust fund monies.

The agreement requires approval and signature from the Board of County Commissioners. action accomplishes. Why action is necessary. If applicable, list any previous formal action taken by other boards/committees that is relevant to this action.

Background Information:

The Pinellas County Regional 911 Center acts as the steward of all 911 Fee funding for Pinellas County including the four secondary PSAPs.

Monies received will be used for the design, implementation, and yearly service fees of a Next Generation Core Services network to support routing and delivery of 9-1-1 calls.  This will satisfy the requirement of network technology required by the state for 9-1-1 networks and increase the accuracy of caller location delivery, support interoperability, improve redundancy and disaster recovery, increase operational flexibility, and improve the opportunity for measuring performance.

Fiscal Impact:

Funds of $1,118,167.03 for the first year, shall be provided on a cost reimbursement basis by the State of Florida E911 Board.  No matching funds are associated with this funding. This funding was not anticipated during the development of the FY25 Budget. Therefore, if approved, a budget amendment will be required to recognize and appropriate the funds into the Emergency Communications E911 System Fund.
