Approval of the Local Agency Program Agreement with the Florida Department of Transportation (FDOT) and associated authorizing resolution for funding of construction and construction engineering inspection services for the Beckett Bridge Replacement Project, Bridge No. 154000 on North Spring Boulevard over Minetta Branch.
• Project design and right-of-way acquisition have been completed.
• Construction advertisement is pending approval of a sovereign submerged lands easement from FDEP, FDOT approval of the project development & environment (PD&E) study re-evaluation, and FDOT approval of project plans and specifications.
• By this agreement, FDOT will fund up to $3,735,000.00 for construction and construction engineering inspection services. Construction is anticipated to take two years to complete.
• Funding is budgeted under the Beckett Bridge Replacement Project (001037A), funded by the Local Infrastructure Sales Surtax (Penny for Pinellas), Multimodal Impact Fees, and FDOT grant funding.
FDOT FPN: 450617 1 58/68 01, County PID No. 001037A, providing $3,735,000.00 in construction grant funding.

Approval of this LAP agreement will provide up to $3,735,000.00 of the funding necessary to pay for construction activities, as well as CEI services, for the Beckett Bridge Replacement Project, Bridge No. 154000 on North Spring Boulevard over Minetta Branch. The engineering estimated cost of construction of this project is $22,458,702.00.

Background Information:
This project will replace the Beckett Bridge in Tarpon Springs. The Beckett Bridge was constructed in 1924 with major rehabilitation projects undertaken in 1956 and 1998. A project development & environment study (PD&E) was conducted by the County and approved by FHWA in 2016. Design plans were completed in 2023 and right of way acquisition began in 2022 and are completed in late 2024.
In 2021, a follow-up evaluation of the condition of the bridge was performed. The evaluation determined condition of the bridge had worsened, dropping it’s National Bridge Inventory Substructure Rating to a four (4) out of nine (9) labeling the bridge in poor condition. This rating enabled the Bridge to be considered for funding through FDOT’s Bridge Improvement Program. As a result, FDOT has appropriated funding for this project through its Work Program requiring the execution of the funding Agreement.
Fiscal Impact:
Funding is budgeted under the Beckett Bridge Replacement Project (001037A), funded by the Local Infrastructure Sales Surtax (Penny for Pinellas), Multimodal Impact Fees, and FDOT grant funding. Total available funding is the amount of the project allocation as represented in the FY25 Approved Budget. Available funding in excess of the recommended not-to-exceed amount is available for other project costs.
