Approval by the County Administrator of the emergency construction change order with QRC, Inc., for repair services associated with a 48-inch water main leak repair on SR 580.
• Pinellas County Utilities is requesting emergency purchase order to utilize QRC for emergency investigation, isolation, and repair services associated with a leak on the existing 48-inch water transmission main within the westbound lanes of SR 580. Ground-penetrating radar and acoustic sounding equipment identified the leak area adjacent to a 54-inch reinforced concrete pipe, and Pinellas County Utilities initiated traffic control, roadway saw-cutting, and exploratory excavation to locate and expose the source of the leak.
• After excavation, QRC uncovered the damaged area and confirmed significant erosion of the concrete surrounding the 48-inch main. The steel reinforcement has been compromised, and a small hole is present in the steel liner. Because of the size and critical function of the transmission main, the condition requires immediate repair to reduce the risk of a larger failure, roadway damage, and interruption of water service.
• The estimated cost is $1,601,904.96, plus a 10% contingency of $160,190.50, for a total emergency authorization request of $1,762,095.46.
• Per County Code Section 2-181, the County Administrator has authority to approve this emergency repair work.
• Funding for this emergency purchase is not included in the current-year budget. A budget amendment may be proposed following this emergency change order. thority to terminate this agreement...Body
