Approval of the Joint Project Agreement (JPA) with the Town of Kenneth City (Town) for roadway and stormwater improvements in conjunction with the construction of a recreational trail along 46th Avenue North from 61st Street North to 55th Street North.
• The Town will be constructing a new trail along 46th Avenue North between 61st Street North and 55th Street North.
• The County owns the 46th Avenue infrastructure and project was previously scheduled to improve the roadway, stormwater and along the corridor.
• Work with the Town, it was determined that completing the projects together will minimize disruption and maximize contractor efficiency.
• All the County work will be included in the scope and performed by Town’s contractor as part of the 46th Avenue North recreational trail improvement.
• The total County cost for the infrastructure improvements is $610,814.66. Funding is available within Public Works Budget for the project.
• Once executed, the JPA remains in place until both parties agree that all work has been performed satisfactorily.
PID Nos. 003677A, 003888A and 004184A; Agreement amount is $581,728.25 plus five percent, or $29,086.41, for administrative and testing costs for a total County cost of $610,814.66.

Summary
The Town will be constructing a Trail along 46th Avenue North between 61st Street North and 55th Street North. The County owns the roadway and stormwater infrastructure along the corridor which will be improved in conjunction with the construction of the Trail. The County work was previously scheduled, but staff determined that it should be completed at the same time as the Town work to minimize disruption and maximize contractor efficiency.
In order to accomplish these projects jointly, and in the most cost-effective manner, the County is entering a JPA with the Town. The Town will advertise this project as an Invitation to Bid and include the County work as part of the project. The County will reimburse the Town to allow the Town to pay its awarded contractor for performing the County work as part of the Trail agreement. Estimated cost for the County work is $610,814.66. The amount includes a five percent (5%) for contract administration and testing costs. The JPA, once executed, remains in place until both parties agree that all work has been performed satisfactorily.

Background Information:
The County work will be combination of stormwater, roadway and sidewalk improvements and includes the following:
Removal and replacement of 1,700 linear feet (LF) of curb and 100 LF of valley curb, concrete and asphalt pavement removal, sidewalk demolition, sidewalk construction, curb ramp construction to adhere to ADA requirements and roadway and sod restoration outside of the limits of recreational trail construction.
Stormwater improvements near the intersection of 46th Avenue North and 56th Street North. Stormwater improvements include the removal of four (4) drainage structures, associated pipe removal, the construction of three (3) manholes and one (1) curb inlet, removal and replacement of existing curb inlet top slab, construction of 20 linear feet of 24” concrete culvert and restoration of roadway, sidewalk, curbing and sod outside of the limits of recreational trail construction. The removal and replacement of six (6) curb inlet tops and associated sidewalk and curbing improvements within and immediately adjacent to the project area. Restoration outside of the limits of recreational trail construction is also proposed.
Milling and resurfacing of 46th Avenue North from 62nd Street North to 55th Street North, including pavement marking, restoration of signalization loops and traffic signal pull box adjustments.
Fiscal Impact:
$581,728.25 plus $29,086.41 for administrative and testing costs for a total County cost of $610,814.66.
Cost will be funded by the Local Infrastructure Sales Tax (Penny for Pinellas): Transportation Sidewalks Projects program - 004144A Sidewalk and ADA Program PIV; Transportation Road Resurfacing & Rehabilitation program - 004192A Road Resurfacing & Rehabilitation PIV and Physical Environment Storm Sewer Rehab Projects program - 002064A Storm Sewer Pipeline Rehabilitation and CIPP
