Recommended Action

Approval and execution by the County Administrator of the Fourth Amendment to the Agreement with Cigna Health and Life Insurance and Evernorth Behavioral Health Inc for requirements of County group medical benefits.

 

                     This contract provides medical, employee assistance program and managed behavioral health benefits to County employees, and dependents.

                     The Fourth Amendment adds Client Specific Network (CSN) to the agreement which will allow the County to pay the Pinellas County Emergency Medical Service Authority DBA Sunstar EMS (Sunstar) claims at pre-determined rates.

                     There is no fiscal impact associated with this amendment.

                     This contract was approved by the Board of County Commissioners on October 12, 2021, in the amount of $252,794,000.00 for sixty (60) months. The First Amendment approved by the County Administrator on April 17, 2023, acknowledged a name change and amended the Premium Rider Policy. The Second Amendment approved by the Purchasing Director on June 16, 2023, replaced Exhibit C - Schedule of Financial Charges-Members and revised the employer fund audit provisions. The Third Amendment approved by Purchasing Director on January 19, 2024 revised Stop Loss Coverage.

                     The contract is included in the FY24 Adopted Budget of $66,555,950 and the FY25 Budget submission of $68,287,330 for all health benefit related costs. The annual anticipated spend is approximately the same as in most recent years.

 

Contract No. 21-0162-P in the current approved amount of $252,794,000.00 with no increase, effective through December 31, 2027.

This contract was approved by the Board of County Commissioners on October 12, 2021, in the amount of $252,794,000.00 for sixty (60) months. The First Amendment approved by the County Administrator on April 17, 2023, acknowledged a name change and amended the Premium Rider Policy. The Second Amendment approved by the Purchasing Director on June 16, 2023, replaced Exhibit C - Schedule of Financial Charges-Members and revised the employer fund audit provisions. The Third Amendment approved by Purchasing Director on January 19, 2024, revised Stop Loss Coverage.

 

Fiscal Impact:

Total Five (5) Year Expenditure not-to-exceed:                                          $252,794,000.00

 

Funding for the Agreement is derived from the Human Resources Employee Health Benefits Fund.

 

This Amendment has no fiscal impact.

Authority for the County Administrator to approve and execute this amendment is granted under Code Section 2-62 (a)(2).
