Approve the award of bid and execute the agreement with County Recycling, Inc. for Lealman residential waste collection and disposal services.

Bid No. 156-0364-B(LN) in the amount of $6,500,000.00 for sixty-five (65) months on the basis of being the lowest, responsible bid received meeting specifications.  Chairman sign and the Clerk attest.

Summary:

This contract is for requirements of Lealman residential waste, recyclables, yard and bulky waste collection and disposal services.  This service to Lealman citizens is provided by an exclusive franchisee under the provisions of a municipal service benefit unit approved by the Board of County Commissioners on December 6, 2005.

There were two residential waste collection service options priced: manual collection and automated (carted) collection; and two recycling collection options priced: universal curbside collection, where every resident pays for and receives service, and subscription curbside collection, where residents pay the hauler directly if they request this service. The options of Residential Collection Carted Services and Subscription Curbside Recycling Services are recommended, with roll carts to be provided by franchisee.

Three bids were received, and the lowest bid for the selected options is recommended for award. County Recycling, Inc., the current provider, submitted the lowest bid. The monthly collection fee is $14.02 for carted collection, as compared to the current cost of $13.98 per month for manual collection. The price for subscription recycling is $3.00/month as compared to $3.95 for universal curbside collection.

Effective January 1, 2018, and for each twelve (12) month term thereafter, the monthly service fee per residential unit for collection and disposal and the subscription curbside recycling rate shall be adjusted using the indices and procedures contained in the service agreement. The special rates for bulky waste and yard waste pickup in excess of the contract allowance are fixed for the first five (5) years, but may be adjusted by the contract indices if the sixty (60) month extension option is exercised.

The contract term begins upon Board approval, with collection services commencing on January 1, 2017 and continuing through December 31, 2021, with provision for one (1) sixty (60) month term extension. The initial period between Board approval and January 1 allows time for the selected vendor to purchase and distribute the carts prior to commencing carted collection. The existing contractor will continue to provide collection service during this period.

 

Background Information:

On May 24, 2016, the Purchasing Department, on behalf of the Solid Waste Department, released an invitation to bid with the intent of establishing a contract for Lealman Residential Waste Collection and Disposal Services.  This contract replaces the prior Lealman Waste Collection contract expiring December 31, 2016.

 

Fiscal Impact:

 

Estimated five (5) year expenditure not to exceed:  $6,500,000.00

(Inclusive of rate adjustments and projected citizens served)

A non-ad-valorem special assessment will be collected on tax bills to pay all costs associated with the collection and disposal of residential municipal solid waste within the boundaries of the Lealman District.
