Approval by the County Administrator of a time extension with Ceres Environmental Services, Inc., DRC Emergency Services, LLC and T.R.F. Inc. of Texas d/b/a T.R.F. Enterprises, Inc. for disaster debris collection and removal.

Contract No. 134-0058-B(JA).  This is a contingency contract without a specific estimated expenditure.  The extended term will be up to September 30, 2017.

Summary:

This time extension provides disaster debris collection and removal services for three (3) months up to September 30, 2017.  Due to recently updated procurement and contract requirements by the Federal Emergency Management Agency (FEMA), development of a new request for proposal (RFP) has been protracted.  Additionally, a change in the Florida Department of Transportation business processes left area municipalities without debris collection and removal services.   The new contract will be cooperative (which further protracted the process) in nature allowing other agencies to utilize the contract with interlocal agreements to be facilitated by the Public Works Department.

 

Background/Explanation:

The contract for these services was originally approved by the Board of County Commissioners on November 18, 2014 for a thirty-one (31) month term.  The provision for a twenty-four (24) month term extension is not being exercised as per stated above.

 

Fiscal Impact:

Actual expenditure is contingent upon usage of services based upon an emergency event.

 

Funds will be derived through reserves for contingencies.  A portion of the expenses incurred may be offset with reimbursement from FEMA.

 

Delegated Authority:

Authority for the County Administrator to approve this time extension is granted under (Code Section 2-62(a)(2).
