Approve the award of bid to T.L.C. Diversified, Inc. for headworks modifications at the W.E. Dunn Water Reclamation Facility.

Bid no. 167-0036-CP(DF); PID No. 002206A; in the amount of $2,030,777.00 on the basis of being the lowest responsive, responsible bid meeting specifications.  All work is expected to be completed within three hundred sixty five (365) consecutive calendar days.  Chairman to sign and Clerk of Court to attest.

Summary:

This project will furnish and install three (3) new bar screens and compactors within the existing headworks facility at the W.E. Dunn Water Reclamation Plant.  New screens will improve removal of fibrous material, which is harmful to plant machinery, from the wastewater stream.  Additional work includes construction of a concrete splitter box which will equalize flow and prevent wastewater from incorporating air and producing harmful sewer gases.  These sewer gases cause premature pipe failure.

 

Background Information:

Phase 1 of this project is currently under construction at the Dunn facility; estimated completion date is April 2017. The scope of the Phase 1 project is to replace and rehabilitate deteriorated pipe and make improvements to facility operations including installation of the valves and fittings necessary to facilitate construction of Phase 2 of this project, to be hereby awarded, with minimal interruption to plant operations.  Upon completion of Phase 2 in approximately May 2018, all current planned modifications to the W.E. Dunn Headworks shall be complete.

 

Fiscal Impact:

Total expenditure not to exceed: $2,030,777.00

 

Funding will be derived from the Utilities Department enterprise fund.
