Recommended Action

Sitting as the Countywide Planning Authority, hold the second of two public hearings to consider proposed amendments to the Countywide Plan to include:

 

                     Amendments to implement the Target Employment and Industrial Land Study (TEILS) Update - Amends the standards of the Target Employment Center category to implement the TEILS; creates Countywide Plan Map Submap No. 2; modifies review criteria for amendment of employment-related categories.

                     The Multimodal Accessibility Index - Creates a new index to evaluate transportation impacts of proposed Countywide Plan Map amendments.

                     Transfers of Density/Intensity - Reorganizes Rules provisions for transferable development rights, density/intensity averaging, and density/intensity pools.

                     Multi-jurisdictional Activity Centers (AC) and Multimodal Corridors (MMC) - Provides guidelines for adopting municipal ACs or MMCs that include unincorporated parcels.

                     Coastal High Hazard Area (CHHA) - Adds new review requirements for amendments that increase densities/intensities in the CHHA.

                     Density/Intensity Bonuses - Recognizes state-mandated graywater density/intensity bonus and allows new bonus for stormwater quality.

                     Housekeeping amendments - Minor updates to review processes, legal advertisement, and definitions.

                     See attachment for a detailed explanation of the proposed changes to the Countywide Plan.

                     The first public hearing was held on August 1, 2023.

Summary:

Summary

The current Countywide Plan was adopted in 2015 and was last amended in 2021.  Since that time, the Target Employment and Industrial Land Study has been updated which effectuated some of the proposed amendments to the Countywide Plan.  Additionally, Forward Pinellas staff has worked to develop the Multimodal Accessibility Index to better evaluate transportation impacts when considering amendments to the Countywide Plan Map that accounts for various modes rather than just automobiles.  This new index would replace the current roadway level of service standard.  Lastly, new state laws have also created a need for some of the proposed amendments to be incorporated into the Plan. 

Forward Pinellas staff recommends updating the Countywide Plan to bring it up to date with current conditions and has worked closely with local government partners in the development of the proposed amendment package. 

The Forward Pinellas Board, in its role as the Pinellas Planning Council, advertised and held a public hearing on July 12, 2023.  At the public hearing, the board voted 10-1 to adopt Resolution 23-03, recommending the Countywide Planning Authority amend the Countywide Plan as set forth in the attached ordinance.  Amendments to the Countywide Rules or Countywide Strategies require two public hearings by the Countywide Planning Authority, with at least one of the hearings being held in the evening.  This is the second of the two requisite public hearings.  The first public hearing was held on August 1, 2023.
