Approval of the award of bid with Revere Control Systems, Inc. for instrumentation control and monitoring system services for County water and wastewater system operations.

 

                     This contract is for onsite technical assistance and training services to troubleshoot and repair all instrumentation, control, monitoring systems, and Supervisory Control and Data Acquisition (SCADA) systems at various Pinellas County Utilities Water and Wastewater treatment facilities. In addition, this contract includes hours dedicated to supporting internal SCADA-related projects to maintain and enhance the system.

                     Award of bid and execution of agreement with Revere Control Systems, Inc. for instrumentation control and monitoring system services for county water and wastewater system operations in the amount of $836,410.00.

                     Three bids were received with Revere Control Systems, Inc. recommended for award as the lowest responsive, responsible bidder.

                     Proposed contract will replace prior contract no. 167-0226-Q in the amount of $272,798.00. The difference in future expenditures includes $562,500.00 for added resources to support SCADA programming services not provided for in the previous contract with no notable increase in pricing for those services continued to this new contract.

                     Funding is derived from Water and Sewer Revenue and Operating Budgets.

 

Contract No. 22-0427-B-BW; estimated annual expenditure of $167,282.00 with a 60-month duration expenditure of $836,410.00 on the basis of the lowest responsive, responsible bid received; Authorize Chairman to sign and the Clerk of Circuit Court to Attest.

This will be a 60-month contract with unit pricing held firm for the duration of the contract.

Background Information:

On May 5, 2022, the Purchasing and Risk Management Division, on behalf of the Utilities Department (PCU), released an invitation to bid to establish a contract for instrumentation control & monitoring systems repair, maintenance, and training at various Pinellas County Utilities Water and Wastewater Treatment Facilities to be ordered as needed by South Cross Bayou WRF, Keller WTP, and W.E. Dunn WRF.  

Three bids were received, with Revere Control Systems, Inc., as the lowest responsive, responsible bidder. 

The contract has provision to extend the term for two (2) additional twelve (12) month period(s) and provides for price adjustment (Decrease/Increase) at each renewal in an amount not to exceed the average of the Consumer Price Index (CPI) or 2.0%, whichever is less.

This contract replaces the existing contract 167-0226-Q, expiring on September 23, 2022.
