Recommended Action

Approval by the County Administrator of the rejection of proposals received for the requirements of an Integrated Electronic Health Record (EHR) and Social Service Case Management System for the Human Services Department.

 

                     Request to reject four (4) proposals received that were not fully responsive to the RFP requirements.

                     Human Services is currently assessing alternative options to receive services.

                     This solicitation was to establish a contract, with a single provider, to deliver a Human Services and Healthcare information solution.

                     On June 9, 2023, the Purchasing/Risk Management Division, on behalf of the Human Services Department, released an RFP for Integrated EHR and Social Services Case Management System.

                     This request does not have a fiscal impact.

Summary:

This request is to reject the four (4) proposals received for the requirements of an Integrated EHR and Social Service Case Management System for Human Services.  Proposals were not able to fully meet the RFP requirements.  Human Services is currently assessing alternative options to receive services.

 

Background/Explanation:

On June 9, 2023, the Purchasing/Risk Management Division, on behalf of the Human Services Department, released an RFP for Integrated EHR and Social Service Case Management System for Human Services.  Four (4) submittals were received and evaluated.  The evaluation team was made up of seven (7) members from Human Services, Department of Health in Pinellas (DOH Pinellas) and Business Technology Services (BTS).  The team reviewed written proposals and demonstrations of system capability and determined that none of the firms were fully responsive to the RFP requirements, and in many cases lacked critical requirements in their response. 

 

Fiscal Impact:

This request does not have a fiscal impact and only rejects the proposals.

 

Delegated Authority:

Authority for the County Administrator to reject bids is granted under Code Section 2-188(c).
