Recommended Action

Approval and execution by the County Administrator of the Unified Support Agreement with Microsoft Corporation (MS) through SHI International Corporation (SHI), as requested by the Business Technology Services Department (BTS).

 

                     This annual requirement provides Microsoft product licensing for departments under jurisdiction of the Board of County Commissioners, Clerk of Circuit Court, State Attorney, Public Defender, Property Appraiser, Supervisor of Elections, and Independent Agency users. This agreement can be scaled to accommodate additional agencies as needed to purchase MS software and services to support ongoing County operational needs for a period of thirty-six (36) months.

                     The spending authorization for this agreement through SHI International Corporation was approved by the Board of County Commissioners on September 5, 2024.

                     Additionally, the vendor has modified the indemnification provisions which conflict with County Resolution 06-70. BTS staff agree that there is minimal risk.

                     There is no fiscal impact associated with this action.

Summary:

Unified Support is additional support beyond the Microsoft Enterprise Agreement (EA). This allows BTS to have direct access to an assigned Microsoft TAM (Technical Account Manager) which provides monthly support calls, access to additional Microsoft resources, and account credits. These account credits allow BTS to work with Microsoft on different support engagements and learning opportunities. This will be an annual renewal as the cost of the Unified Support is based on the original Microsoft EA and any additional purchases or true ups for that previous year.

Additionally, the vendor has modified the indemnification provisions which conflict with County Resolution 06-70. BTS staff agree that there is minimal risk.

 

Background/Explanation:

On September 5, 2024, the Board of County Commissioners approved the SHI Sourcewell Agreement which will be the source for procurement of all Microsoft products. This agreement uses the County’s terms and conditions.

 

Fiscal Impact:

There is no fiscal impact associated with this action.

 

Fiscal impact of this agreement was approved on September 5, 2024, by the Board of County Commissioners as part of approving the SHI Sourcewell Agreement which uses the County’s terms and condition and will be the source for procurement and purchase authorization ($) of all Microsoft products; Contract No. 24-0762-PB effective through February 27, 2028, with three additional one-year extensions.

 

Delegated Authority:

Authority for the County Administrator to execute this Unified Support Agreement is granted under Code Section 2-62(a)(1).
