Summary:
In accordance with 24 CFR 91.105, Pinellas County is required to adopt a citizen participation plan that identifies the County's policies and procedures for citizen participation in the development of the Consolidated Plan Process (including Citizen Participation Plan, Five-Year Consolidated Plan, Annual Action Plan, including any necessary amendments, and the Consolidated Annual Performance and Evaluation Report (CAPER).
The current Citizen Participation Plan was adopted by the Board by Resolution 05-151 on July 26, 2005. Amending the Citizen Participation Plan is necessary to revise outdated information such as addresses, to update criteria relating to encouraging citizen participation by low- and moderate-income and minority households; and to update and/or remove inactive program descriptions. Amending the Plan will also ensure that the County remains in compliance with updates to 24 CFR 91.105 that occurred in 2011.

Pinellas County receives an annual entitlement allocation of federal CDBG, HOME, and ESG funds. In FY 2015-2016, Pinellas County received the following allocations:
