Recommended Action

Approval and execution by the County Administrator of the Agreement with Operation PAR, Inc. (Operation PAR) for adult inpatient detoxification (detox) treatment.

 

● This Agreement continues funding for adult inpatient detox, which provides medically monitored substance detox along with counseling, case management, and group sessions to stabilize individuals. Operation PAR also connects clients to the Pinellas County Health Program for physical and mental health care.

● In Fiscal Year 2019 (FY19), Operation PAR provided mental health and substance abuse detox treatment services to 1,037 unduplicated clients with 69.2% successfully completing inpatient detox. The program served 240 Pinellas County Health Program (PCHP) clients during the period and aided 88 PCHP clients with reconnection to their medical home.

● Funding in an amount not to exceed $204,750.00 has been identified in the proposed FY21 Human Services General Fund appropriation.

● This continuation Agreement with Operation PAR will begin October 1, 2020 and extends through September 30, 2023.Body

Summary:

This Agreement continues funding for inpatient detox services for individuals dependent on drugs and/or alcohol. This program provides medically monitored substance detox along with counseling, case management, and group sessions to stabilize individuals. Operation PAR also connects and reconnects clients (as needed) with the Pinellas County Health Program to maintain client engagement in physical and mental health services.

In FY19, Operation PAR provided mental health and substance abuse detox treatment services for a total of 1,037 unduplicated clients with 69.2% successfully completing inpatient detox. The program served 240 PCHP clients during the period and aided 88 PCHP clients with reconnection to their medical home.  Operation Par provides each client with a continuing care plan within 5 days of discharge.  In FY19, Operation PAR reported that 104 clients required readmission within 3 months of discharge. 

In the first two quarters of FY20 (Oct 1 - Mar 31), Operation PAR served 481 unduplicated clients with 64.7% successful discharged. 

 

Background/Explanation:

Operation PAR is a comprehensive substance abuse service provider within Pinellas County. This Agreement supports capacity at Operation PAR’s Adult Detoxification Program which plays a significant role as the first step toward recovery for Pinellas County adults and families struggling with addiction.

County funding for personnel and operating costs helps to maintain the equivalent of roughly two (2) detox beds annually. Operation PAR utilizes evidence-based best practices to provide integrated substance abuse and mental health services to its clients.

 

Fiscal Impact:

Funding in an amount of $204,750.00 is consistent with the FY21 Proposed Budget.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under (Code Section 2-62 (a)(1).
