Approval and execution by the County Administrator of the Assignment of Largo Opioid Funds from McKinsey & Co., Inc. National Prescription Opioid Consultant Litigation (McKinsey Opioid Settlement) to the Pinellas County Miscellaneous Opioid Fund.
• This Assignment Agreement authorizes the City of Largo to assign its opioid funds from the McKinsey Opioid Settlement to the County for distribution for approved purposes. Separate payments from the McKinsey Opioid Settlement are to be distributed directly to municipalities and to the County. For Largo, receiving a separate payment from the McKinsey Opioid Settlement would require separate programs and reporting requirements which will be duplicative of those provided by the County.
• The County currently provides and will expand its provision of opioid abatement services on a county-wide basis serving both incorporated and unincorporated areas, including Largo.
• The City of Largo has previously assigned the funds it received under the National Prescription Opiate Litigation City/County Fund to the Pinellas County City/County Fund, as documented in Legistar Item #23-0591D.
• The State of Florida entered into settlement agreements under the McKinsey Opioid Settlement to distribute funds to municipalities and counties on September 26, 2023. This litigation is separate from the National Prescription Opiate Litigation, which involved claims against opioid manufacturers, distributors, and pharmacies. The McKinsey settlement focused specifically on McKinsey’s role in opioid marketing.
• Largo’s allocation of the settlement is $47,669.79.
• There is no cost associated with entering into this Assignment, and Pinellas County will not be eligible to receive an administrative fee for administering the Largo allocation.

Summary:
This Assignment Agreement authorizes the City of Largo to assign its opioid funds from the McKinsey Opioid Settlement to the County for distribution for approved purposes. Separate payments from the McKinsey Opioid Settlement are to be distributed directly to municipalities and to the County.
For Largo, receiving a separate payment from the McKinsey Opioid Settlement would require separate programs and reporting requirements which will be duplicative of those provided by the County. Through this Assignment, the Municipality transfers its settlement funds to the County to be included in the County’s Miscellaneous Opioid Fund for Approved Purposes. The County agrees to accept the assigned funds, use them for Approved Purposes, and fulfill all reporting requirements pursuant to the McKinsey & Co., Inc. National Consultant Opioid Settlement Agreement.
