Approval of the award of bid to Applied Drilling Engineering, Inc. for the William E. Dunn Water Reclamation Facility (WRF) Exploratory Well Project 004365A.
• The purpose of this agreement is to construct an injection well at the WRF that will provide disposal capacity for excess reclaimed water. The injection well provides the County with a disposal option for managing excess reclaimed water efficiently and effectively.
• Three bids were received with award recommendation to Applied Drilling Engineering, Inc. as the lowest responsive responsible bidder in the amount of $2,954,550.00.
• All work to be completed within 365 consecutive calendar days from the issuance of the notice to proceed.
• The Small Business Enterprise commitment is 5% for this contract.
• Funding is budgeted under Dunn Exploratory Well Project 004365A, included in the Capital Improvement Plan, funded by the Sewer Renewal and Replacement Fund.
Contract No. 23-1141-ITB-C in the total not to exceed amount of $2,954,550.00, for a duration of 365 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

The purpose of this contract is to provide the services of drilling an exploratory well at the William E. Dunn Water Reclamation Facility, delineating the geologic formations in the subsurface, testing the hydrogeologic properties of the identified subsurface formations, and completing the 20-inch diameter injection well for future use as a recharge or effluent disposal well.

Background Information:
On September 29, 2023, the Purchasing and Risk Management Division released an invitation to bid on behalf of Utilities for the William E. Dunn Water Reclamation Facility exploratory well. Three bids were received with award recommendation to Applied Drilling Engineering, Inc. as the lowest responsive responsible bidder in the amount of $2,954,550.00.
The W.E. Dunn facility currently discharges excess reclaimed water to a ditch leading to a series of ponds which are associated with the adjacent golf course and are subject to changes in the availability of these ponds for reclaimed water disposal in the future. An injection well will provide the County with a disposal option that will provide resiliency for managing reclaimed water and will also provide a disposal option during the planned re-lining of the existing 55 MG reclaimed water storage pond and 17 MG reject pond at the Dunn facility.

Total contract not-to-exceed: $2,954,550.00
