Approval and execution by the County Administrator of the Community Development Block Grant - Coronavirus Response (CDBG-CV) Program Subaward Land Use Restriction and Subrecipient Agreement (Agreement) with the Safety Harbor Neighborhood Family Center, Inc. d/b/a Mattie Williams Neighborhood Family Center (Mattie Williams NFC), for CDBG-CV funded facility improvements.

 

  • This Agreement provides CDBG-CV funding, not to exceed $227,105.00, for costs associated with the design and renovation of office areas and bathrooms, removal of existing fire panel and installation of a larger panel, a fire alarm, a whole building generator, and a food pantry walkway canopy for a second phase of the food pantry expansion at the Mattie Williams NFC, located at 1003 Dr. Martin Luther King Street North, Safety Harbor, FL 34695, serving approximately 30,000 low- and moderate- income community residents.
  • The Agreement is effective for one (1) year, from August 1, 2025, to September 30, 2026. Use of the property is restricted to serving low-and moderate-income community residents through October 1, 2042.
  • The County received $3,883,784.00 in CDBG-CV Round one (1) and Round three (3) funds for activities that mitigate the impacts of COVID-19 on low- and moderate-income residents.
  • Authority for the County Administrator to sign this Agreement is granted under Resolutions 21-24 and 25-52.
  • Funding for this agreement is included in the current-year budget of the Housing and Community Development (HCD) Department in the CDBG Fund.

Summary:

At the June 17, 2025, Board of County Commissioners (Board) meeting, the Board approved agenda item #6, (Granicus #25-0792A), Resolution No. 25-52, approving the Fiscal Year 2026 (FY26) Annual Action Plan. Included as an attachment in the approved Action Plan is the FY26 Funding Recommendations table, which identifies each specific project, subrecipient, and funding award amount.

One (1) of the projects to be carried out is the funding of the Safety Harbor Neighborhood Family Center Facility Rehabilitation for costs associated with the design and renovation of the office areas and bathrooms, removal of the existing fire panel and installation of a larger panel, a fire alarm, a whole building generator, and a food pantry walkway canopy for a second phase of the food pantry expansion, at the Mattie Williams NFC, located at 1003 Dr. Martin Luther King Street North, Safety Harbor, FL 34695, serving approximately 30,000 low- and moderate- income community residents.

The expansion of the facility and food pantry at the Mattie Williams NFC is an eligible activity under the CDBG-CV Public Facility Improvement Program and CDBG-CV funding for activities that respond to COVID-19. Although the funding request was approved for funding in the FY26 Action Plan, it was determined that currently uncommitted CDBG-CV funding would be a more suitable funding source for this project.

This Agreement is effective for one (1) year, from August 1, 2025, to September 30, 2026. Use of the property is restricted to serving low-and moderate-income community residents through October 1, 2040.

 

Background/Explanation:

In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into an Agreement with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.

On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, was signed providing funds to respond to the growing effects of COVID-19. The County received $3,883,784.00 in CDBG-CV funding from the U.S. Department of Housing and Urban Development to be used to prevent, prepare for, and respond to COVID-19.

One of the projects to be carried out under the Substantial Amendment to the County’s Annual Action Plan for Fiscal Year 2020 (FY20) was funding of the CDBG-CV Public Facility Improvement Program for activities that respond to COVID-19. The expansion of the facility and food pantry at Mattie Williams NFC is an eligible activity.

At the April 27, 2021, Board meeting, the Board approved agenda item #34 (Granicus #21-611A), Resolution 21-24 approving a Second Substantial Amendment to the FY20 Annual Action Plan.

At the June 17, 2025, Board meeting, the Board approved agenda item #6, (Granicus #25-0792A), Resolution No. 25-52, approving the FY26 Annual Action Plan.

The Notice of Funding Availability (NOFA) and application cycle was advertised in newspaper and posted on the Community Development website and emailed to nonprofit agencies and local municipalities.

The competitive application process began on January 13, 2025, with applications being due February 21, 2025. Applications were reviewed for funding eligibility and scored by Community Development Division staff. Funding recommendations are based on staff ranking of eligible activities and eligible expenses.

 

Fiscal Impact:

The total amount of funding for this Agreement is not to exceed $227,105.00 during the term of the Agreement. Funding for this agreement is included in the current-year operating budget for HCD in the Community Development Grant Fund.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a)(1) and Resolutions 21-24 and 25-52.
