Approval of the award of bid to Hubbard Construction Company for Fiscal Year (FY) 2026 Airfield Pavement Rehabilitation.
• The objective of the project is to use the air-pavement maintenance budget for FY26 to effect repairs to distressed pavement on the airfield.
• Four bids were received and provided to Mohsen Design Group Incorporated, the Engineer of Record (EOR), for evaluation and recommendation. The EOR has confirmed that Hubbard Construction Company is the lowest responsive, responsible bidder, qualified and acceptable for this project in the amount of $522,183.40, with all work to be completed within 45 consecutive calendar days.
• The Small Business Enterprise commitment for this project is 8%.
• This request is budgeted for in the FY26 Budget for the St. Pete-Clearwater International Airport Revenue and Operating Fund. In the event that future fiscal year funding is not available for this agreement, the County maintains the authority to terminate this agreement.
Contract No. 26-0722-ITB-C in the total not-to-exceed amount of $522,183.40, for a duration of 45 consecutive calendar days from issuance of notice to proceed; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Background Information:
On July 29, 2026, the Purchasing Division released an Invitation to Bid (ITB) for the FY2026 Airfield Pavement Rehabilitation. A total of four (4) bids were received for Bid No. 26-0722-ITB-C. The bid opening occurred on August 6, 2026, and the department's recommendation for award was received on August 11, 2026.
The bids were provided to Mohsen Design Group Incorporated (MDG), the Engineer of Record (EOR), for evaluation and recommendation. The EOR has confirmed that the apparent low bidder, Hubbard Construction Company, is a qualified and acceptable contractor for this project.

Total not to exceed amount of $522,183.40
This request is budgeted for in the FY26 Budget of PIE in the Airport Revenue and Operating Fund. In the event that future fiscal year funding is not available for this agreement, the County maintains the authority to terminate this agreement.
