Approval and execution by the County Administrator of the Second Amendment to the Agreement with URS Corporation Southern (URS), for professional engineering consulting services for the Project Development and Environmental Study (PD&E Study) pertaining to the Dunedin Causeway Bridge project (PID 000423A).

                     Agreement for a PD&E study pertaining to the Dunedin Causeway Bridge Project.  The Second Amendment extends the agreement by twenty four (24) months and increases funding by $64,714.11 (revised total $1,461,295.97) for a detailed analysis and review of the mid-level movable bridge alternative.
                     On June 12, 2018, the Board of County Commissioners provided concurrence to finalize the PD&E Study for the mid-level movable bridge as the preferred alternative with the option to modify the type of bridge alternative depending on the availability of external funding sources.
                     First Amendment to the agreement added $40,148.13 and extended the agreement from December 3, 2016 to December 31, 2018 to provide additional evaluation of potential impacts from Sea Level Rise.

Contract No. 134-0092-NC (SS) increase in the amount of $64,714.11; for a revised contract total of $1,461,295.97 with an annual amount of $245,549.33 effective through December 31, 2020.

Summary:

This Second Amendment increases the contract by $64,714.11 allowing time for URS to perform the detailed analysis of the recommended mid-level moveable bridge replacement alternative for the main bridge that was selected by the Board of County Commissioners (Board) at the June 12, 2018.

The time extension of twenty-four (24) months is requested in order to comply with changes made by Florida Highway Administration (FHWA), which delegated lead agency responsibilities to the Florida Department of Transportation (FDOT), Office of Environmental Management. FDOT Office of Environmental Management is now responsible for review and issuance of the Location and Design Concept Acceptance of the proposed replacement of such structures, which were formerly the responsibility of FHWA.  The extension also allows the Board adequate time to review the supplemental information and to ensure the required Public Hearing is scheduled for a date when most seasonal residents are in Florida.

 

Background/Explanation:

On November 18, 2014, the Board approved a contract with URS to develop a PD&E study of the Dunedin Causeway Bridge, for an amount not to exceed $1,356,433.73.  The First Amendment to extend and increase the agreement was approved by the County Administrator on March 23, 2017 to finalize the PD&E study.

Funding for this agreement is derived from the Infrastructure Sales Tax (Penny for Pinellas):  Transportation and Traffic Flow, Bridge Rehabilitation Program Allocation.

 

Delegated Authority:

Authority for the County Administrator to approve and execute this amendment is granted under Code Section 2-188(a).
