Recommended Action:

Approval and execution by the County Administrator of the Specific Performance Agreement (Agreement) with Homeless Emergency Project, Inc. (HEP) to fund emergency shelter operations.

 

                     Purchase of shelter grade furniture for HEP’s Adult Emergency Shelter.

 

                     Agreement awards up to $16,800.00 in Emergency Solutions Grant (ESG) funds for the project, which will be completed by September 30, 2019.

 

                     The HEP Adult Emergency Shelter provides emergency shelter and wrap-around services to approximately 800 men and women experiencing homelessness in Pinellas County.

Summary:

One of the projects approved in the County’s Annual Action Plan for Fiscal Year 2019 (FY18/19) is the funding of HEP’s Adult Emergency Shelter. This agreement will provide funding for the purchase of shelter grade furniture, an eligible ESG emergency shelter operating expense. HEP provides emergency shelter and wrap-around services, including, but not limited to, meals, clothing, transportation, employment training and assistance, tutoring and GED assistance, financial literacy and banking, benefits assistance, mental health counseling, recovery services, wellness navigation, dental care, health education, legal aid, child care, and financial assistance with move-in costs, benefitting approximately 800 men and women experiencing homelessness. 

 

The Agreement is effective for six (6) months, from April 1, 2019 to September 30, 2019.

 

Background/Explanation

In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into a Specific Performance Agreements with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.

  

Fiscal Impact:

The total amount of funding for this agreement is not to exceed $16,800.00 during the term of the Agreement. Funding for this Agreement is included in the County’s FY19 Adopted Budget for ESG funds.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1).
